Özet

Bu çalışmada; Şanlıurfa ilinde tarıma girdi sağlayan ilaç bayileri ile yapılan anketlerden elde edilen veriler değerlendirilmiş ve bu işletmelerin istihdam, girdi temini ve satışı, kredi kullanımları ve çeşitli konularla ilgili yapısal özellikleri belirlenmiştir. İşletmelerin %56,2'si şirket statüsünde olup; bunlardan 6'sı toptancı niteliğindedir. İşletmelerin %87,5'inin son 10 yıl içinde faaliyete geçmiş olması sulamanın etkilerini ortaya koyar niteliktedir. İşletmelerin pazarladığı ürünler arasında tarımsal ilaçlar %68,7'lik bir payla ilk sırada yer almaktadır, %15,6'sı mal temini amacıyla kısa vadeli kredi kullanmaktadır. İncelenen işletmelerin; vadeli satışlar ve tahsilat sıkıntısı en önemli sorundur (%71,9). Takiben satışlarda fiyat istikrarsızlığı (%37,5) gelmektedir. Piyasaların denetlenmemesi, çiftçilerin bilinçsiz olması ve örgütlenme eksikliği bayilerin diğer önemli sorunlarıdır. Tarımsal ilaç bayilerinin bağlı olduğu bir birlik oluşturulmalı; örgütlenmeleri, kendi sorunlarına çözüm önerileri getirmeleri ve uygulamaları sağlanmalıdır. Bu örgütlenme biçimi "Bitki Koruma Klinikleri" şeklinde olabilir.

Abstract

In the present study, data obtained from the retailers of agro-chemicals that provide input to the agriculture, through surveys were evaluated and the structural properties of these retailers including creating employment, providing and selling inputs, using credits and so on, were determined. Data obtained showed that 56.2% of the retailers investigated were companies of which 6 were wholeseller. 87.5% of the enterpreneurs were established within the last decade indicating the importance of commence of irrigation. Agricultural protection chemicals take the first place with 68.7%, among the products marketed by the retailers. 15.6% of the retailers use bank credit in order to purchase market goods. The most important problems of the retailers were selling by instalments and getting money back (71.9%) followed by the unbalancing in market prices (37.5%). Uncontrolled market, lacking of knowledge and capacity of organising were other major problems. To conclude, the retailers should organise themselves through associations(s) and acquire ability, to describe their problems and. to develope recommendations and action plans. This association may be a kind of "Plant Protection Clinics".
