Özet

GAP, Türkiye'nin en önemli bölgesel kalkınma projesidir. Bugüne kadar GAP'ta nakdi gerçekleşme %50 seviyesinde kalmıştır. Mevcut ödenek hızıyla GAP'ın tamamen hayata geçirilmesi uzun yıllar alacağından, katılımcı modellerin devreye sokulması gereklidir. Ancak bu modellerin başarısında çeşitli handikaplar mevcuttur. İdari, sosyal vb. handikapların ortadan kaldırılması için bilgi süreçlerinin iyi kullanılması gerekmektedir.

Abstract

GAP, is one of the major regional development projects of Turkey. However, up until now, financial realization of GAP is around 50%. Since the completion of GAP with the present financial structure will take a rather very long period, participatory models should be imposed to accelerate the process of completion of GAP. Nevertheless, there are some handicaps threatening the success of participatory approaches. It is essential to use information channels effectively to overcome administrative and social handicaps.
