Özet
Türkiye'nin AB uyum çalışmalarında en kapsamlı alanı tarım-gıda sektörü oluşturmaktadır. Çalışmada, tarım ve gıda piyasalarını önemli düzeyde etkileyecek olan "İyi Tarım Uygulamaları (İTU) Standardının" AB'nin politikaları içindeki yeri ve önemi ile standardın Türkiye'de uygulanma olanaklarının belirlenmesini amaçlamıştır. Bu amaçla AB ve Türkiye'de İTU Standardıyla ilişkili olan politika ve uygulamalar ile gerçekleştirilen düzenlemeler, ilgili mevzuatlar ve çeşitli çalışmalardan yararlanılarak incelenmiştir. İTU Standardının yaygınlaştırılması, çevre ve gıda kaynaklı hastalık sorunlarının arttığı AB'de öncelikli hedeftir. Türkiye'de ise AB'ne uyum çalışmaları çerçevesinde tarım politikaları içinde yer almıştır. Ancak, ülkemizde cüce ve küçük tarım işletmelerinin çokluğu, arazilerin parçalılığı, polikültür üretimin yaygınlığı, işletme sermayesi yetersizliği ve etkin çiftçi örgütlerinin olmayışı gibi yapısal nedenlerle standardın yaygınlaşmasının çok uzun bir süreç alması beklenmektedir.
Abstract
The agriculture-food sector is the most important and detail oriented negotiation chapter of the EU-Turkey accession framework. The introduction of the Good Agricultural Practices (GAP) Standard to the Turkish agriculture-food sector will have a great impact on the future of the Turkish economic development in the EU. In this study, the position and importance of the GAP in the politics of the EU and the determination of its possible applications in Turkey were aimed. An investigation was done using rules and regulations and several studies on this subject and the politics and applications of the GAP Standard and established regulations in EU and Turkey were studied. It is primary target to make the GAP standard widely used by the member states in EU because of the recent increases in environment and food bourne diseases. This standard is included in the agricultural politics part of the EU-Turkey accession framevork. However, it is expected a long transition period to make the GAP standard widely used in our country because of the structural reasons such as heavy presence of very small and small farms, heavy ownership of small arable lands, widespread policulture production, lack of enough capital for farming and lack of effective farmer organisations.
