Özet
Bu makalede, Türkiyenin planlı kalkınma döneminin başladığı 1963ten 2012 yılına kadarhazırlanmış olan kalkınma planlarında, su ürünleri sektöründe öngörülen hedefler ve bugüne kadarsu ürünleri sektörüne ilişkin gerçekleşmeler analiz edilmiş olup sektörün mevcut durumu, dünyave AB ile mukayesesi yapılarak, eksikliklerin tespiti ve su ürünleri sektörünün gelişmesi içinçeşitli öneriler ortaya konulmaya çalışılmıştır.Türkiye 2012 TÜİK verilerine göre 2011 yılında514.755 bin tonu(% 73.17) avcılık,188.790 tonu yetiştiricilikte (% 26.83) olmak üzere toplamyaklaşık 703.545 bin ton su ürünleri üretmiştir. Son 10 yıl içinde yetiştiriciliğin toplam üretimdekipayı % 3lerden % 30lara yaklaşmış, FAO verilerine göre Türkiye Dünyada su ürünleriyetiştiriciliğinde Çin ve Hindistan'dan sonra en fazla büyüyen üçüncü ülke olmuştur. Türkiye suürünleri üretiminde dünyada 35nci ABde 7ncı sırada yer almakt adır. Tüketimde ise AB ülkeleriiçerisinde son sıralarda yer almaktadır. Kalkınma Planlarının hazırlanmaya başladığı 1963tengünümüze kadar su ürünleri potansiyelimiz dikkate alındığında belirlenen hedeflere ulaşıldığısöylenemez.Türkiyede sektörün gelişmesi üniversite -özel sektör- kamu kurumları işbirliğininsağlanmasına, tüketimi arttırıcı çabalara, çeşitlilik gösterebilen etken teşvik politikasına bağlı görülmektedir.
Abstract
In this paper, the development plans prepared in 1963 until 2012 the objectives envisaged in thefisheries sector and realizations have been analyzed. In addition, current state of the industry hascompared with World and EU. Deficiencies in the sector were identified and tried to put forwardvarious suggestions for the development of the sector. According to data from TSI(TurkishStatistical Institute) in 2011, 514.755 thousand tons aquatic products were produced by way ofhunting and 188.790 thousand tons were produced by way of aquaculture. In total approximately703.545 thousand tons aquatic products were produced. Over the last decade the share ofaquaculture production rises from %3 to %30. According to the FAO statistics, Turkey is the thirdfastest growing country after China and India in aquaculture. In aquatic products, Turkey is thethirty- fifth country in the world and seventh country in EU. Consumption of aquatic products inTurkey in the EU is in the last place. 1963 began the development plans set targets achieved todate cannot be said considering the potential for aquatic products. Development of the fisheriessector in Turkey depends on co operations between universities and the private sector andgovernment agencies. In order to develop aquatic sector, consumption must increase and effectiveand incentive policies have taken place.
