Özet
Bu makalede siyasetin dayandığı değerlerden “adalet” ve “erdem” iki farklı kültüre ait metinler aracılığı ile anlamaya çalışılmıştır. Söz konusu metinlerden biri İtalyan siyasetçi, düşünür Machiavelli „nin “Hükümdar”ı, diğeri Osmanlı‟nın iç sorunlarının yoğun yaşandığı dönemde Sultan IV. Murat‟ın danışmanı olan Koçi Bey‟in yazdığı Raporlardır. Her iki yazarın metinlerinde belirlenen sorunlar, sunulan öneriler ve kullandıkları üslup da incelenmiştir. İnceleme sonunda görülmüştür ki, Batı kültürü ile Doğu kültürü siyasette farklı değerlere referans vermektedir. Batı kültürü varoluş süreci içinde insanı günahkâr bir varlık olarak algıladığı için, insanın kötülüğünü öne çıkarmış ve ona düşmanca davranmayı mümkün kılan, amaçlara ulaşmak için araçların meşruluğunu önemsemeyen bir anlayışı geliştirmiştir. Buna karşılık Doğu kültürü –bizim inceleme alanımız olan Osmanlı- din ve devlete hizmeti esas alan, adalet ve ahlaki değerler karşısında daha hassas, kötü insanların farkında olarak iyilerin, mağdurların korunmasını amaçlayan bir anlayışa sahiptir.
Abstract
In this article, "justice" and "virtue", two of the values the politics depend on, are examined through specific texts that root in two different cultures. One belongs to the Italian politician and philosopher Machiavelli, “The Prince”; the other is the Koçi Bey Risalesi [The Koçi Bey Pamphlet] - the reports written during the intense inner problems of Ottomans, by the consultants of Sultan Murat IV. The specified problems, proposed suggestions and the style of wording are also examined in the texts of both authors. As a result, it is concluded that Western and Eastern cultures refer to different values in politics. Western culture, which, to a certain extent, perceives the human being as „evil‟, has a perspective that makes a hostile attitude to human beings possible; an attitute that does not bother the legitimacy of the means in achieving the end. On the other hand, the Eastern culture -the Ottoman in our case- again to some extent , has a perspective that takes the state and religion as fundamental and which is more sensitive in the application of justice and ethical norms, aims at protecting the „victim‟ against the „evil‟.
