Özet

Tarihsel süreç içerisinde niteliği değişmekle birlikte terör,asırlardır varlığını sürdüren bir olgudur. Herkesin oydaştığı bir tanımıyoktur. Bugün, terörün tamamen ortadan kaldırılabilir olmaması,onunla mücadelenin zorluğunun bir kanıtıdır. Uluslararası terörlemücadele 2001 sonrasında hız kazanmıştır. Bu doğrultuda , uluslararası hukuk, terörü daha fazla gündemine alırken; BirleşmişMilletlerde de terörizme karşı yoğun hukukî çabalar gözlenmiştir.Doğaldır ki, Güvenlik Konseyi ve Genel Kurul bu dünya örgütübünyesinde terörün en çok tartışıldığı zeminler olmuştur. Buçalışmada, terör tanımı ve tarihçesi ile mezkûr iki organın teröryaklaşımına dikkat çekilmiştir.

Abstract

Terror is a case that maintains its existence for centuries,although its quality has changed in the historical process. There is nosingle terror definition on which everyone is agreed. Today, the factthat terro r is not wholly eradicable is the evidence of difficulty of thecounter- terrorism. Global counter- terrorism speeded up after 2001.Accordingly, while international law mostly put the terror on theagenda, intensive judicial efforts against the terror are also observedin the United Nations. It is natural that the Security Council andGeneral Assembly were the places where the terror is mostly discussedwithin the structure of this world organization. In this study, thedefinition and history of terror and the approach of theseaforementioned organs about terrorism are pointed out.
