Özet

Klasik belediye yönetimlerinin yerini iki kademeli büyükşehir yönetim sistemine bırakması ile birlikte yerel hizmetlerin kent genelinde uyumlu bir şekilde sunulması da gerekmiştir. Bu amaç doğrultusunda uyum ve koordinasyonu sağlama yetkisi büyükşehir belediyelerine verilmiştir. Ulaşım ve alt yapı konusunda ise eşgüdümün sağlanması daha sistematik ve katılımcı bir oluşuma dayandırılmış, Alt Yapı ve Ulaşım Koordinasyon Merkezleri kurulmuştur. Ancak bu komisyonlarda büyükşehir belediyesinin oldukça etkin, ilçe belediyelerinin ise pasif bir şekilde kurgulanması temsiliyet sorunu yaratmış, ayrıca "subsidiarite" anlamında bir çelişkiye de sebebiyet vermiştir. Bu makalede ulaşım ve alt yapı özelinde yaşanan koordinasyon sorunları ile yapılan bir anket üzerinden elde edilen sonuçlara değinilerek sistemin iyileştirilmesi maksadıyla bazı önerilere yer verilmektedir

Abstract

It has become necessary to provide also the local services in harmonious manner throughout the city as a result of substitution of conventional municipal administration with the two-tiered metropolitan administration system. The authority to ensure harmonization and coordination for that purpose has been given to the municipality municipalities. Provision of coordination in aspects of transport and infrastructure has been ensured to be based on a more systematic and inclusive formation. And Infrastructure and Transportation Coordination Centers have been established. However, the quite active construction of metropolitan municipalities versus passive construction of county municipalities in those commissions have created the problem of representation, and led to contradiction in the sense of "subsidiarity". This article refers to the results obtained from a questionnaire on coordination problems experienced in transportation and infrastructure, and include a number of suggestions for improvement of the system
