Özet

İnsan ihtiyaçları, bilim ve teknolojideki gelişmeler çok çabuk ilerlemektedir. Bu hızlı ilerleme tüm meslekleri etkilemektedir. Eğitim, sadece ekonomik gelişme değil sosyal gelişme için de şarttır. Eğitimin getirdiği doğrudan kazanımlar vardır. Bunlar; yüksek kazanç, fakirliğin azalması, daha az suç işlenmesi vb...Sosyal hizmet alanı geniştir. Bu geniş alandan maksat; sosyal yardım hizmetleri, rehabilitasyon hizmetleri, çocuk ve aile refahı hizmetleri, yaşlı refahı hizmetleri, ıslah hizmetleri, eğitim alanındaki sosyal hizmetler, yoksullara yönelik sosyal hizmetler, psikiyatrik sosyal hizmetler ve özürlülere yönelik sosyal hizmetler gibi...Sosyal hizmetin değişik tanımları olmasına rağmen, Türkiye’de sosyal hizmetler şöyle tanımlanır: Kişi ve ailelerin kendi bünye ve şartlarından doğan veya kontrolleri dışında oluşan maddî, manevî ve sosyal yoksunluklarının giderilmesine ve ihtiyaçlarının karşılanmasına, sosyal sorunlarının çözümlenmesine ve hayat standartlarının iyileştirilmesini amaçlayan sistemli ve programlı hizmetler bütünüdür.Bilim ve teknolojideki hızlı gelişmenin sonucu olarak müfredatlar geliştirilmektedir ve aynı şey sosyal hizmetlerdeki eğitim programında da yapılmalıdır.Eğer bu güncelleme konusunda Eğitim Fakülteleri örnek alınırsa, 1982 ile 2003 yılları arasında sosyal hizmet eğitimi programları ve içerikleri fazla değişmemiştir.Bu müfredatın sosyal hizmet alanına uyarlanması için ilgili alanın ihtiyacına cevap verecek bir model önerilmiştir.Sonuç olarak, vatandaşlar iyi sosyal hizmet almalılar. Bunu gerçekleştirebilmenin en önemli şartları ise güncellenmiş (geliştirilmiş), anlaşılabilir bir sosyal hizmet eğitimidir.

Abstract

The needs of human beings and the advances experienced in science and technology increase rapidly. This rapid increase directly effects almost every profession. Education is a must not only for economic development but also for social development. Education has direct outcomes such as; higher earnings, health improvement, increase in level of democracy, reduction of poverty, lower crime rates and so on.The field of social services is much wider when compared with the fields of other professions. It consists of services such as social aid services, rehabilitation services, child and family wealth, and services in formal and non-formal education.Although there are different definitions of social services, in Turkey, Social Services is defined as; the sum of programmed services aiming to eradicate monetary, psychological and social problems causing from the person and the families circumstances, to meet the demands, to prevent the social problems, to raise the life standards.Since as a result of the rapid advances in science and technology, the curriculums are continuously updated, this should also be done for the education in Social Services.If the education faculties are taken as an example to this updating, between 1982 and 2003 the curriculum and content of education faculties have changed drastically.In order to compensate this static curriculum in the field of Social Services Education, a model which closes the gaps in the current curriculum is proposed.Consequently, it is clear that the citizens should enjoy good quality social services. One of the most important prerequisites of this is to provide updated, comprehensive, social services education.
