Özet

Osmanlı Devleti’nin dış piyasalardan kredi almasını sağlayan gelişme, Kırım Savaşı’ndan itibaren başlamıştır. Dış piyasalardan alınan kredilerin devlet tahvili ve hisse senedi işlemlerinin yürütülmesi, zamanla borsanın kurulmasını zorlamıştır. Bu amaçlara istinaden Osmanlı’da ilk borsa, 1866’da “Dersaadet Tahvilat Borsası” adıyla kurulmuştur.20. yüzyılın başlarında Osmanlı Borsası’nda iyileştirme girişimleri başlatılmıştır. 1904 yılından itibaren yeni bir borsa nizamnamesi ve borsa resmine dair nizamname taslakları hazırlanmaya başlanmıştır. Borsa’daki düzenleme çalışmaları 1906 yılına kadar devam etmiş ve aynı yıl çıkarılan bir nizamname ile Dersaadet Tahvilât Borsa’sı, Esham ve Tahvilat Borsası’na dönüşmüştür. İşte bu makalede, Osmanlı’da Tahvilât Borsası’nın kuruluşu, gelişmesi ve 1904 yılında hazırlanan nizamname taslakları ele alınmıştır.

Abstract

The development leading the Ottoman State to obtain credit from abroad markets has been starting since the Crimean War. The credits obtained from the foreign stock markets produced the transactions of state debenture bonds and shares. These transactions forced the establishing of a stock exchange. In the end, the first stock exchange in the Ottoman State was established with the name of “Stock exchange of Debenture bonds of Dersaadet” in 1866. At the beginning of the 20th century, it has been got started new improvement works in the Ottoman Stock Exchange. From the year of 1904, the preliminary studies for a new regulation of stock exchange and a regulation of tax have been got started. The regulatory studies in the stock exchange continued until the year of 1906 and, with the regulation accepted in 1906, the Stock exchange of Debenture bonds of Dersaadet was transferred to “Stock exchange of Debenture bonds and Shares”. In this article, the stock exchange in the Ottoman Empire and the preliminary works for the regulation being done in 1904 have been examined.
