Özet
Bu çalışmada, Osmanlı döneminden günümüze ilk okuma-yazma öğretiminin gelişimi incelenmiştir. Osmanlı döneminde ilk okuma-yazma öğretimini gerçekleştiren kurumlar olarak Sıbyan okulları görülür. Medreselerde ve özellikle temel eğitimin verildiği Sıbyan Mekteplerinde Kur'an ve bazı din kitaplarını okuyabilmeleri için öğrencilere genellikle ezberden okumanın öğretildiği, yazmanın ise sadece öğretmenin uygun gördüğü öğrencilere gösterildiği görülmektedir. Osmanlı döneminde ilk okuma öğretimine yönelik çeşitli uygulamalar yapılmaya çalışılmış, fakat bu uygulamaların istenilen başarıya ulaşamadığı görülmüştür. Gerek öğretim yöntemlerinin zorluğu, gerek öğretmenlerin nicel ve nitel yetersizlikleri, gerekse tebaadaki bilinçlenmenin yetersizliği bu durumun sebebi olarak görülebilir. Cumhuriyet döneminde ise okuma yazma öğretimi konusunda birçok iyileştirme ve yaygınlaştırma çalışması yapılmıştır. Bunlardan en önemlisi harf devrimi ve okuma yazma seferberliği olarak karşımıza çıkmaktadır. İlk okuma yazma öğretiminde kullanılan yöntemlerde çeşitli zamanlarda yapılan farklı uygulamalar olmuştur. Bu farklı yöntemlerin seçiminde, Türk dilinin yapısına ve özelliklerine uygunluğun ve öğretim yöntemlerindeki gelişmelerin dikkate alınmasının önemi açıkça görülmektedir.
Abstract
This study has analyzed the development of the education of read-write from the Ottoman period till today. In Ottoman period, Sıbyan Schools (Ottoman elementary-primary schools) are the first institutions observed to have practiced the education of read-write. In madrasas and Sıbyan schools, where basic education was practiced, we see that students were taught to read from memory in order to read Quran and some other religious sources, and that only the students of whom the teacher approved were taught to write. There were various attempts to develop the education of first literacy in Ottoman period; however, those applications are observed to have been unsuccessful attempts. The difficulty of the Arabian writing system, the inefficiencies of the educators in terms of quality and quantity, and the insufficient awareness of the public as well might be accounted for the reasons of that case. In Republic period, there were many attempts to enhance and expand the education of read-write. The most significant among them, we may say, is the alphabet revolution and literacy campaign. There have been distinctive applications of methods in various times, which were used for the education of the first read-write. It is obviously seen that the advances in teaching methods and the suitability of the structure and the characteristics of Turkish language are significant in the choice of such distinctive methods.
