Özet

Eğitim denetimi, mevcut durumun ortaya konulması, sorunların belirlenmesi, gelişme yönünde gerekli destek ve yardımın sağlanması bakımlarından büyük önem taşır. Eğitim denetiminde etkililiği sağlama büyük ölçüde denetçinin kendisini çok yönlü olarak geliştirmesiyle yakından ilişkilidir. Bu bağlamda, eğitim sistemindeki giderek değişen görev, rol ve sorumlulukların daha iyi kavranması ve yerine getirilmesi için hizmet-içi eğitim bir zorunluluk olarak ortaya çıkmaktadır. Bununla birlikte, umulan yararın elde edilebilmesi için, hizmet-içi eğitimin iyi planlanması ve etkili şekilde uygulanması gerekir. Bu araştırmanın amacı, hizmet-içi eğitim İngilizce kursuna devam eden Milli Eğitim denetçilerinin görüşleri doğrultusunda, İngilizce kursunun etkililiğini belirlemektir. Araştırma nitel olarak desenlenmiştir. Araştırmanın çalışma grubunu, hizmet-içi eğitim İngilizce kursuna devam eden Milli Eğitim Denetçileri oluşturmaktadır. Veri toplama yöntemi olarak yarı yapılandırılmış görüşme tekniği kullanılmıştır. Hizmet-içi eğitimin etkililiği, katılımcıların hedeflere ne düzeyde ulaştığını ortaya koymak ile mümkündür. Araştırmada, İngilizce hizmet-içi eğitimin etkililiğine yönelik elde edilen bulgular, özellikle öğretim yöntemleri, teknolojik olanaklar ve kurs öğretmenlerinin yeterliğine ilişkin de birtakım olumsuzluklar yaşandığını ortaya koymuştur. Ulaşılan sonuçlar eşliğinde, kursların etkili olabilmesi için, ihtiyaç ve beklentileri karşılayacak yönde kursların tasarlanması; ve kursta yer alan yetiştirici konumdaki öğretim elemanlarının, çağdaş öğretim teknikleri ve bilişim teknolojilerini kullanmada etkin olmalarının sağlanması yönünde birtakım önerilere yer verilmiştir.

Abstract

Educational supervision, bears great importance for its functions revealing the current situation, identifying the problems and providing the necessary support and assistance in terms of achieving educational improvement. Ensuring the effectiveness of educational supervision is to large extend related with the self-development of the supervisors. In that context, in-service training is emerging as a necessity in order to make employees better understand and fulfill increasingly changing tasks, roles and responsibilities in the educational system. However, in order to achieve the expected benefits, in-service trainings should be well planned and implemented effectively. The purpose of that study is, along with the views of ministry supervisors, to determine the effectiveness of ongoing English in-service training courses. It was designed as a qualitative study. The study group of the research comprised of the National Education Ministry supervisors attending in-service English courses. Semi-structured interview technique was used as a method of data collection. The effectiveness of in-service training is explained largely considering the extent of achieved objectives of the participants. The findings related to the effectiveness of English courses in in-service training revealed that there were some troubles especially about teaching methods. And, some negative thoughts were articulated as well, related to the proficiency of trainers, and technological sufficiency. Concomitant with the obtained results some recommendations were made towards ensuring the courses to meet the needs and expectations of the trainees; and providing competent trainers especially in the use of contemporary teaching methods and information and communication technologies.
