Özet

Yerel yönetimlerin en önemli görevlerinden birisi katı atıkların tekniğine uygun olarak toplanması, taşınması ve bertarafıdır. Katı atıkların toplanması ve giderimi halen sağlıklı bir şekilde çözülememiştir. Bu problemin çözümü belediyelerin en önemli görevlerinden biridir. Fakat bu problemi çözümlerken toplama ve taşıma işlemlerinde teknik ve ekonomik problemlerle karşılaşılmaktadır. Bu çalışmada, Elazığ kent merkezinde katı atıkların toplanma ve taşınma hizmeti için yapılan masraflar ortaya konulmuş ve çalışmada; taşıma hizmeti için yapılan masrafların, toplama hizmeti için yapılan masraflardan daha fazla olduğu belirlenmiştir. Bu nedenle bu bölgede bir katı atık yönetim sisteminin kurulması, çevre ve sağlık şartlarının iyileştirilmesi bakımından uygun olacaktır. Ayrıca, kent merkezinde; taşıma maliyetini optimize etmek için; transfer istasyonları, düzenli katı atık depo sahaları, geri kazanma, kompost ve yakma tesisleri ele alınabilir.

Abstract

One of the duties of the municipalities is to collect, transport and dispose of solid waste. The subject of disposal and collection of solid wastes has not yet been solved satisfactorily. The solution of this problem is the responsibility of municipalities. Solving this, they face with technical and economical problems, in the collection and transport step. In this study, it was determined that the cost for solid waste transport was more than the cost for waste collection. Thus, in the region, a management system of solid waste must be built for more quality environment and health conditions. However, transfer stations for the optimization of transport cost, design of the landfill areas, recycling, composting and incineration plants are the main sections of the solid waste management.
