Özet

Fransa 'da 2012 yılında yapılan başkanlık ve parlamento seçimlerinin sonuçlarını, nedenlerini ve gelecekle ilgili tahminleri tarihten ve kültürden bağımsız olarak yapmak mümkün değildir. Fransa'nın Devrim'i, kapitalizme ve kapitalizmle ilgili diğer unsurlara şüpheci yaklaşan ekonomik kültürü, çatışmalarla dolu tarihi, devletçi ve merkeziyetçi yapısı, Fransızların güce verdiği önem; siyasi kültürün yapı taşlarıdır. Bu taşlar hem seçmenlerin çizgisini, hem de seçilenlerden beklentileri etkiler, hatta belirler. Yarı-başkanlık sistemi ve temsilcilerin ve başkanların temiz çoğunluk ile seçim kazanmalarının sağlanması istikrar ve güç sorununu bir dereceye kadar çözebilmekte, ancak başka sıkıntılar getirmektedir. Sarkozy 'nin yerine gelen Hollande 'ın mevcut krize ve diğer büyük sorunlara çare olamaması halinde, aşırı sağ ve aşırı sol partilerin güçlenmesi söz konusu olabilecektir. Sarkozy döneminde Türkiye ile Fransa arasında açılan ilişkilerin Hollande döneminde kökten değişmesi beklenmemelidir. Hollande, her ne kadar farklı bir usluba sahip olsa da, Sarkozy gibi Türkiye 'nin AB üyeliğine karşı çıkmaktadır. Üstelik itirazlarını açıkça dile getirmeyerek, çeşitli taleplerde bulunmaktadır. Hollande döneminde Türkiye'nin önüne çıkabilecek en büyük sorun Ermeni meselesi olabilir. Yıllardır, Ermeni diasporasının taleplerinin sözcülüğünü yapan, bu konuyu AB 'nin meselesi haline getiren ve sürekli gündemde tutma çabası içinde olan, Hollande ve onun sosyalist partisidir. Ancak Fransa 'nin, tüm Avrupa ile birlikte içinde bulunduğu ekonomik kriz ve bağlantılı sorunlar, Türkiye ve Ermeni meselesi gibi konuların gündemin alt sıralarına düşmesine neden olacağı ileri sürülebilir.

Abstract

It is not possible neither to evaluate the reasons and results of French presidential and legislative elections of 2012 nor anticipate the political future of the country separately from its history and culture. The "Revolution " of the French, its economic culture which is suspicious to capitalism and related elements, history that is full of conflicts, etatist and centralist structure, and its promotion of power are the main constituents of its political culture. These corner stones influence, even identify expectations from both the electorate and the elected. The presidential and legislative elections producing a clear majority, as well as the semi-presidential system may solve the troubles of stability and power but bring out different problems. IfHollande, replacing Sarkozy, cannot make the French survive the current crisis and other related serious problems, it won't be surprising for extreme right and left parties to gain power. It shouldn't be expected that the deteriorated relations between Turkey and France during Sarkozy's term would change radically during Hollande's presidency. Although the new president has a different style, he does not support Turkey's membership to the EU as well. Furthermore, unlike Sarkozy, he does not express his opposition openly, but demands a lot from Turkey. The biggest problem which Turkey may face during Hollande s term would be Armenian question. For long years, it was Hollande and his socialist party who spoke on behalf of the Armenian diaspora, brought the issue to the EU level as a big problem, and always tried to keep the topic on top of agenda. However, France and whole Europe is in a serious economic crisis, and existence of other related problems will make secondary topics such as. Turkey and Armenian question to lose importance and lack a place on agenda.
