Özet
Türkiye’nin AB’ye tam üyelik sürecinde tarımsal alandaki en önemli sorunu, Türk tarımının AB Ortak Tarım Politikası’na (OTP) uyumudur. Türkiye için ekonomik ve sosyal olarak çok önemli bir sektör olan tarım, AB tarımından yapısal olarak çok farklıdır. Bu durum, AB OTP’sine uyumu güçleşti-ren en büyük etmendir. Türkiye’deki tarımsal yapı sorunlarının başında, tarım işletmelerinin küçüklüğü ve çok parçalılığı gelmektedir. Türkiye’de tarımda çalışan nüfusun fazlalığı, tarımsal yapıdaki diğer bir sorundur. Küçük ölçekli olan Türk tarım işletmelerinde, verimlilik düşük, maliyetler yüksektir. Bu durum, AB tarım işletmeleri karşısında en büyük dezavantajdır.Türkiye’nin AB’ye katılım müzakerelerinin başladığı bu dönemde, Türkiye’de en fazla sorun ya-şanması beklenen sektör tarım sektörüdür. Bu çalışmada, Türk tarım sektörünün yapısı analiz edilmekte ve AB tarım sektörüyle karşılaştırılmaktadır. Böylece Türk tarım sektörünün AB OTP’sine uyum süre-cince, tam üyeliğin sağlanmasının önemli bir aşaması olarak, tarım sektöründe karşılaşılan sorunların tespit edilmesi ve bu konuda çözüm önerilerinin sunulması amaçlanmaktadır.
Abstract
The most important problem of Turkey in the field of agriculture in Turkey’s full membership process to the EU is the harmonization of Turkish agriculture with the EU Common Agricultural Policy (CAP). Agriculture, a very noteworthy sector for Turkey in economic and social terms, is quite different from the agriculture of the EU in structural terms. This condition is the main factor making the harmonization with the EU CAP difficult. The fundamental problems of agricultural structure in Turkey is that the agricultural enterprises are small and divided into many areas. Another problem in agricultural structure is that the population working in the field of agriculture in Turkey is too much. In small-scale Turkish agricultural enterprises, the productivity is low, but the costs are high. This condition is the major disadvantage considering the EU agricultural enterprises. In this period when the negotiations over Turkey’s participation in the EU have started, the sector which is expected to undergo the most problems in Turkey is the agricultural sector. In this study, the structure of Turkish agricultural sector is analyzed and compared with the EU agricultural sector.Therefore, during the harmonization process of Turkish agricultural sector with the EU CAP, as a critical stage of providing the full membership, it is aimed to determine the problems experienced in the agricultural sector and present the proposals for solution on this matter.
