Özet
Tanzimat Fermanı'nın ilanından sonra Osmanlı İmparatorluğu yöneticileri, devleti oluşturan birçok kurumda ıslahat çalışmalarına başlamışlardır. Bu önemli reform hamlelerinden biri de eğitim alanında olmuştur. Mevcut okulların öğretim sitemlerinde yeni düzenlemelere gidilirken, İmparatorluğun birçok yerinde rüşdiye, idadî sultanîler ve darulmuallimîn gibi genel eğitim veren yeni okullar ile güzel sanatlar, veterinerlik gibi meslek okulları açılmıştır. Bu okulların hemen hemen hepsinde yabancı dil olarak Arapça ve Farsçanın öğretimi yapılmıştır. Tanzimat ile başlayan yeni okullaşma sürecinde açılan okullarda medreselerde uygulanan kitap geçme usûlü değiştirilerek yerine haftalık programında her ders için tayin edilen belirli saatlerde derslerin öğretimi gerçekleştirilmiştir. Arapça, Farsça ve diğer yabancı dillerin öğretiminde yeni yöntemler uygulanmaya başlanmıştır. Bu makalede Tanzimat'ın ilanından II. Meşrutiyet'in sonuna kadar olan dönemde, eğitim alanında hayata geçirilmeye çalışılan bu yeni sistemin orta ve lise kademelerini oluşturan rüşdiye, idadî ve sultanî mekteplerinde Arapça öğretimini incelemiştir. Arapçanın yabancı dil olarak öğretiminde okuma, yazma, dinleme-anlama ve konuşma becerilerinde hedeflenen seviyelere hangi derecelerde ulaşıldığı ortaya çıkarılmaya çalışılmıştır.
Abstract
After Hatt-i Sharif of Gülhane was issued, Ottoman Empire's statemen starteda reforms in many institutions of the state. One practice of these important reformmovements was initiated in the field of education. As adjustments were made in currentschools, new schools that provide general education such as rüşdiye, idadî, sultanî anddarulmuallimin in addition to fine arts and veterinary schools, were established in manyplaces of the Empire. Almost all of these schools taught Arabic and Persian as foreignlanguage. During the process of establishing new schools that began in the TanzimatPeriod, certain hours were dedicated to teach each class within the weekly schedule instead of making the student study only a book as it was the method employed in themedrese system. New methods were introduced for teaching Arabic, Persian and otherforeign languages.This paper examines teaching Arabic in rüşdiye, idadî and sultanî schools, which arethe primary, middle and high school stages of this new system that is aimed to be realizedduring the time between the beginning of the Tanzimat Period and until the end of theSecond Constitutionalist Period, in which major changes took place in the institutionalstructure of the Ottoman State. It is aimed to reveal if and to which extent the projectedlevel of reading, writing, listening-understanding and speaking skills in Arabic werereached.
