Özet

Türkiye'de Kürt Sorunu'nun en önemli boyutlarından biri artık Kürtçe'dir, Kürtçe denilince de ilk akla gelen anadilinde (Kürtçe) eğitim talebidir. Ancak Kürtçe konusu sadece anadilinde eğitim talebiyle sınırlı kalmamıştır. 2002'de iktidara gelen AKP ile birlikte daha fazla dillendirilen dille ilgili talepler, AB normları çerçevesinde gerçekleştirilen bazı reformların da baskısıyla kendini birçok alanda göstermeye başlamıştır. Kürtçe özel dil kurslarının açılması, sakıncalı harflerin (Q, W, X) resmi belgelerde kullanılması konusunda diretilmesi, çocuğuna Kürtçe isim konulması, çokdilli belediyecilik hizmeti, Meclis'te Kürtçe hitap, TRT Şeş'in kurulması, Kürt Dili ve Edebiyatı bölümleri için talep, adı değiştirilmiş yerleşim yerlerinin eski isimleriyle anılmaya başlanması, Kürtçe dilinde politik propaganda, mahkemede Kürtçe savunma, billboard, bayram tebriki, hutbe ve vaaz gibi birçok olgu, son on yılda Türkiye'de egemen siyaset, dil ve eğitim algısını ciddi şekilde reform talebi bağlamında zorlamaya başlamıştır. Dil, Kürt Sorunu içinde kendine merkezi bir yer edinirken siyasetin önemli bileşenlerinden biri haline gelmiş, hatta zaman zaman siyasal polemiklerin merkezine yerleşmiş; akademik (eğitim) boyutuyla ciddi bir tartışmayı başlatmış ve bilhassa Kürtçe üzerinden olmak kaydıyla çiftdilli veya çokdilli bir toplumsal hayat ve eğitimle ilgili birçok rapor yazılmış ve akademik çalışma yapılmıştır. Kürtçe böylece kamusal hayatı zorlamaya başlamış, görünürlüğü artmıştır. Bu makalede AKP döneminde Türkçe üzerinden yapılan Kürtçe tartışmalarla Kürtçe'nin nasıl ve hangi noktalarda kamusallaşmaya çalıştığı saptanmıştır. Bir yanda konuyu insan lıakkı ile ilişkilendiren Kürt çevreleri, öte yanda Kürtçe ile ilgili konulan bölücülük kavramıyla kodlayan egemen Türk siyaset, medya ve eğitim anlayışı arasındaki tartışmalarda ileri sürülen tezler incelenmiştir.

Abstract

One of the most important dimensions of Kurdish question in Turkey today is Kurdish language. The first thing that comes to mind at the mention of Kurdish question is the demand for education in mother tongue, namely Kurdish language. However, Kurdish question is not limited only to demand for education in mother tongue. The language-related demands on Kurdish which were mentioned more with the AKP rule since 2002 started to show its power in many areas together with the pressure of some reforms carried out within the framework of the membership demand for European Union. In the last decade in Turkey the dominant perception on politics, language and education was forced to change in the context of reform demand because of the experienced facts: the opening of private Kurdish language courses, insistence of Kurds on the use of banned letters (Q, W, X) in official documents, putting Kurdish names to children, providing municipal services in multilingual way, addressing to the parliament in Kurdish language, establishment of an official TV channel in Kurdish language (TRT 6), opening of the departments on Kurdish language and literature in the Turkish universities, mentioning of the names of settlements in old names, political propaganda in Kurdish language, the demand for defense in Kurdish language in Turkish courts, and billboards, holiday greetings, sermons and preaching in Kurdish language. Kurdish language has become one of the most important components of politics by obtaining a central place in Kurdish question. It sometimes located in the centre of political polemics and began a serious debate in academic circles. In addition, many reports and academic work have been produced, which were on bilingual or multilingual life and education in terms of Kurdish language. Accordingly, Kurdish language increased its visibility by forcing Turkish public life. This article examines the debates about Kurdish language and tires to define at what points and how Kurdish language has been an organizational force in public life during the AKP rule. One the one hand, an organized Kurdish community who relates the language problem with human rights perspective, the dominant Turkish politics circles who encode this issue in notion of separatism on the other hand, all approaches and arguments on Kurdish language are discussed within the conception of being public of a language, Kurdish.
