Özet
Türkiye’de Kürt Dili, devlet tarafından çoğunlukla güvenlik konsepti içinde ele alındı ancak bukonu, Kürt Sorunu’nun en önemli bileşenlerinden biri oldu. Geçmişten bu yana çeşitli siyasalve kültürel uygulamalar çerçevesinde ele alınan Kürt Dili konusunda ilk kez AKP dönemindefarklı bir uygulamaya gidildi. AKP, Kürt Sorunu’nu görüşme ve müzakerelerle çözme yolunda,Kürt dili konusunda ilk kez çeşitli ‘reform’lara başvurdu. Kısmen ‘resmi tanıma’yı da içeren bu‘reform’lar, bazı çevrelerde olumlu bulunurken, bazı çevrelerde de sert eleştirilerle karşılandı.Bu makalenin amacı, 1930’lardan AKP dönemine değin Türkiye Cumhuriyeti devletinin‘geliştirici’ (Türkçe) ve ‘kısıtlayıcı’ (gayri müslimlerin dilleri, Kürtçe vd.) dil politikalarını bazalarak, AKP döneminde uygulanan Kürt Dili ile ilgili ‘kurumsal reformcu’ politikaların çeşitliboyutlarını ve nedenlerini irdelemektir. Makalede bu ‘reform’ların mantığı ve uygulama biçimisorgulanmaktadır. Makalenin temel tezi, dille ilgili bu kurumsal ‘reform’ların Kürt Sorunu’nunçözümünde etkili olmadığıdır.
Abstract
Kurdish language in Turkey, has been one of the most important components of the Kurdish Question that has usually been considered by the state mostly through the notion of security. For the first time a very different practice has been implemented during the reign of AKP governments about Kurdish language which was in the past dealt within the framework of various official political and cultural practices. The AKP governments have put a number of ‘reforms’ about Kurdish language for the first time into practice, towards resolving the Kurdish Question through dialogue and negotiations. These ‘reforms’, partially including ‘official recognition’, have been welcomed by some circles but criticized harshly by some others. The purpose of this article is to examine various dimensions and causes of the ‘institutional reform’ policies developed by the Turkish Republic about the Kurdish language, based on the language policies since 1930s, focusing on the policies of AKP period. In the study the logic and modus operandi of the ‘reforms’ are questioned. The main thesis of the study is that these ‘institutional reforms’ have not been effective in finding solutions to the Kurdish Question.
