BİLGİ POLİTİKASI: KAPSAMI, UNSURLARI VE DÜZLEMLERİ

Özet

Bilgi toplumlarında bilgi ve bilgi politikaları her alanda etkin ve etkilidir. Bilgi politikasıoluşturma sürecinde yer alan unsurlar (bilgi altyapısı, bilgi sistemleri, bilgi kaynakları ve bilgihizmetleri) ve politika kapsamları (devlet yönetimi, yönetimve yönetimsellik) bilgi toplumununönemli bileşenleridir. Bu çalışmada bu kapsam ve unsurlar ile birlikte politikaların uygulanmasıgereken düzlemlere (dikey politika, yatay politika ve altyapı politikası) de yer verilmiştir.Çalışmada belgesel tarama yöntemi kullanılmıştır. Sonuç olarak tanımlanan kapsam, unsurlarve düzlemler özetlenerek bilgi politikasının her alanda oluşturulması gerekliliği vurgulanmıştır.

Abstract

Information and information policies in information societies are efficient and effective in all areas. The elements involved in the process of creating information policy (information infrastructure, information systems, information resources and information services) and policy scopes (state administration, management and governmentality) are important components of the information society. In this study, the levels of policies (vertical policy, horizontal policy and infrastructure policy) are also included with the scope of policies and the elements of policies. Documentary research method was used in the study. As a result, the scope,the elements, the levels of information policies are defined and summarised and it also is emphasised that information policy should be formed in every field.
