Özet

Bu çalışmada, Türkiye’de işsizliğin dünya genelindeki ortalamaya kıyasla çok daha yüksek oranlarda seyretmesine yol açan etkenlerden ikisi incelenmektedir. Bunlardan ilki, iş gününün hukuka aykırı bir şekilde uzatılması; ikincisi ise kamuda istihdam edilenlerin sayısının nüfusa kıyasla son derece düşük tutulmasıdır. Makalede, Türkiye’de özel sektör işyerlerinde işgününün hukuka aykırı bir şekilde uzatılmasına ve dolayısıyla emek sömürüsünün yasa dışı yollarla artırılmasına yönelik bir tür angarya stratejisinin işverenler tarafından yaygın bir şekilde hayata geçirildiği açıklanmakta ve bu durumun işsizlikle ilişkisi konusunda niceliksel çözümlemelere yer verilmektedir. Makalede, ayrıca, Türkiye’de kamu sektöründe istihdam edilenlerin nüfusa oranı, farklı ülkelerdeki oranlarla karşılaştırılmakta; böyle bir karşılaştırma üzerinden Türkiye’de kamusal istihdamın göreli olarak çok düşük olduğu tespit edilmekte ve “istihdamsız devlet” olarak nitelendirdiğimiz bu yapının, milyonlarca işsizi kamu sektöründe işe girme olanağından mahrum bıraktığına dair nicel bulgular sunulmaktadır.

Abstract

Abstract In this study, two of the factors that have led to significantly higher unemployment rate in Turkey compared to the world average unemployment rate are examined. The first one is the illegal extension of the working day; the second is to keep the number of people employed in the public sector extremely low compared to the size of the country’s population. The article tries to shed light on drudgery strategy that is adopted widely by employers in the private sector to extend working day contrary to the law which resulted in increasing labour exploitation by employers. Relation of this situation with unemployment is analysed quantitatively. This article also compares population ratio of those employed in the public sector in Turkey with the rates in different countries. Through this comparison it is determined that public employment in Turkey is too low and quantitative data is presented to show how this “jobless state” structure led to deprivation of millions of unemployed from the opportunity to get a job in the public sector.
