MERKEZİYETÇİ YÖNETİM KISKACINDA SİVİL TOPLUM ÇIKMAZI

Özet

Sivil toplum devletten bağımsız bir alanı ifade etmekle birlikte tam anlamıyla ayrı olarak da düşünülemez. Nitekim siviltoplum devletin düzenleyici vasfına ihtiyaç duymaktadır. Ancak devletin kutsal bir varlık olma anlayışı içerisinde hareket ederektoplumsal çıkış noktalarını kapatması ve bireysel özgürlüklere müdahale etmesi sivil toplumun gelişmesine engeloluşturmaktadır. Bu engellerin aşılması merkeziyetçi bir devlet yapılanması içerisinde oldukça zor görülmektedir. Bu sorunuçözmek için devletin klasik yönetim anlayışından özel, kamu ve sivil toplum unsurlarını bir araya toplayan ve yönetim sürecinedahil eden yönetişim anlayışına geçiş yapması gerekmektedir. Bu çalışmada literatür taraması yöntemi kullanılarak merkeziyetçiyönetim anlayışından sivil topluma geçiş süreci yönetişim olgusu kapsamında incelenmektedir. Aynı zamanda çalışmada siviltoplumun merkeziyetçi yönetimin duvarları arasında sıkışıp kaldığı ve bu amaçla yönetişim olgusunun bir kurtarıcı gibitoplumsal alana müdahale etmesi gerekliliği vurgulanmaktadır.

Abstract

Although civil society means an autonomous sphere from the state, it can not exactly be evaluated as a separateunit. As a matter of this fact the civil society needs the regulatory character of the state. However the state's closure of societalexit points within the understanding of being a holy entity and its intervention into individual liberties hinders the development ofcivil society. It seems quite difficult to overcome these obstacles in the structure of a centralist state. In order to solve thatproblem, the state should abandon the classical state administration logic and should adopt a governance understanding thatcombines private, public and civil society-oriented elements.In this study, it is examined that the process of transformationfrom centralist administration comprehension to civil society, in the context of the governance phenomenon by using literaturesurvey. At the same time, it is underlined that civil society is trapped between walls of the centralized state and for this purpose,the necessity of the intervention of the governance phenomenon to the societal sphere as a savior is emphasized.
