Özet
Doğu Anadolu Bölgesi’nin hızla gelişen şehirlerinden biri olan Malatya’da, bu hızlı gelişmeye bağlı olarak, çeşitli çevre sorunları yaşanmaya başlanmıştır. Bu sorunlar arasında etkileri ve boyutları bakımından en önemlisi hava kirliliğidir. Şehirde, özellikle 1984’te yaşanan yoğun hava kirliliği, insan yaşamı için tehlikeli boyutlara ulaşmıştır. Sorunun giderilmesi için alınan tedbirler olumlu sonuç vermiş ve hava kirliliği önemli ölçüde azaltılmıştır. Ancak hızlı şehirleşmenin devam ettiği Malatya’da; konut, motorlu taşıt ve sanayi tesisi sayısındaki artışlarla hava kirliliği önemli bir çevre sorunu olmaya devam etmektedir. Artan kirlilik nedeniyle zaman zaman hedef sınır değerine ulaşan kükürt dioksit (SO2) ve partiküler madde (duman) değerleri bazı yıllar tekrar endişe verici seviyelere ulaşmaya başlamıştır.Bu çalışmada Malatya şehrinde hava kirliliğini ortaya çıkaran jeomorfolojik, klimatik ve meteorolojik parametreler yanında, özellikle beşeri ve ekonomik faaliyetleri göz önüne alan bazı coğrafi değerlendirmeler yapılmıştır. Aynı zamanda şehirsel gelişimin planlanması, fosil yakıt kullanımının azaltılması, doğalgazın yaygınlaştırılması, şehir içi yolların yeniden düzenlenmesi ve sanayi tesislerinin ÇED kurallarına uygun kurulması ve işletilmesi gibi hava kirliliğini önleyici tedbirler önerilmiştir.
Abstract
Various environmental problems have been started to be experienced in Malatya, one of the most rapidly developing cities of the region, in relation to the rapid development of the city. Of these problems, the most serious one is air pollution. The air pollution in the city, in particular, the one in 1984, reached to the extent to threaten human life. The measures taken for the solution of this problem had positive results and the air pollution significantly decreased. However, the problem maintains its importance due to the increase in the numbers of buildings, vehicles and industrial facilities appeared together with the development in the city. The levels of the sulphur dioxide (SO2) and particles (smoke) have sometimes begun to approach the alarming rates in recent years. In this study, geographical evaluations regarding, in particular, the human and economic activities besides geomorphologic, climatic and meteorological parameters were made. In addition, planning of the city development; decrease of fossil fuel use; spread of natural gas use; redesign of the roads within the city; and the foundations and run of industrial facilities according to Environmental Effect Evaluation (ÇED) were suggested.
