Özet

Bu makale, ulusal ve uluslararası meslek standartlarını temel alarak, teknik ve meslekî alanlarda denetim, kontrol, ölçme-değerlendirme ve personel belgelendir- me faaliyetlerini yürüten Mesleki Yeterlilik Kurumunun (MYK), kentsel toplu taşıma aktörleri üzerinde yeni bir regülasyon mekanizması haline gelmesinin, bir taraftan merkezi yönetim kurumlarının kentsel kamusal hizmetlerdeki sorunların çözümüne ilişkin müdahalelerini, bir taraftan ise regülasyon ve düzenleme aracılığıyla kent içi toplu taşıma işletmeleri üzerinde hakim bir aktöre dönüşümünü ele almaktadır. Çalış- mada, Çalışma ve Sosyal Güvenlik Bakanlığına bağlı Mesleki Yeterlilik Kurumu ko- ordinasyonunda çoklu aktör yapısı ile iş piyasasının ve eğitim kurumlarının öncelikli ihtiyaçları dâhilinde oluşturulan meslek standartları ışığında, kent içi toplu taşıma hizmetlerinin mesleki manada ölçme-değerlendirme ve personel belgelendirme süre- cinin irdelenmesi amaçlanmaktadır. Çalışma, hem kentsel toplu taşıma hizmetlerinde yaşanan sorunun öncelikli muhatabı konumundaki kent içi ulaşım personelinin mes- leki standartlaşmasının kentsel politikalara yansıması, hem de kentsel ulaşım karar mekanizmaları, aktör yapıları ve regülasyon kurumları açısından yeni bir bakış açısı sunmayı hedeflemektedir.

Abstract

This article discusses how the Vocational Qualifications Authority (VQA), which carries out inspection, control, assessment-evaluation and personnel certification activities in technical and professional fields, based on national and international occupational standards, has become a new regulatory mechanism on urban public transport actors. This new regulation mechanism expresses the interventions of central government institutions in solving the problems in urban public services on the one hand, and the transformation of them into a dominant actor over urban public transport enterprises through regulation on the other. In the study, it is aimed to examine the professional measurement-evaluation and personnel certification process of urban public transportation services in the light of the multi-actor structure and occupational standards established within the priority needs of the labor market and educational institutions under the coordination of the Vocational Qualifications Authority under the Ministry of Labor and Social Security. The study aims to reflect the professional standardization of urban transportation personnel, who are the primary addressees of the problem experienced in urban public transport services, on urban policies, and to present a new perspective in terms of urban transport decision mechanisms, actor structures and regulatory institutions.
