Abstract

Housing, which is also defined as an important tool in the provision of social welfare, was treated as a right with the Universal Declaration of Human Rights in 1948 and states were appointed as the leading actors in the fulfillment of this right. The fact that the market did not have sufficient resources to ensure housing production and low-income individuals’ housing acquisition required sta- tes to intervene in the housing market. States began to subsidize the production of social housing both by direct production and indirectly. Social housing production increased rapidly between 1950 and 1980 as states intervened in the housing market. In this study, comparative analysis is carried out of China, which increases the production of social housing and the intervention of the state in housing policy for this purpose, and Turkey, which carries out activities that reduce social housing production and increase the role of the market in housing policies. The aim of the study is to propose new policies for Turkey based on the experiences of two diffe- rent countries and to demonstrate the importance and necessity of social housing production and state intervention in housing policy in Turkey by examining China’s intervention and consequences in the housing market.
