Özet

Çalışmanın amacı yerinden yönetim anlayışı, yerellik ilkesi ve yerelleşme süreci çerçevesinde; Türkiye’deki performans esaslı bütçeleme döneminde yerel yönetimlere yetki devri ve kaynak paylaşımının mali boyutunu 81 il bazında karşılaştırmalı olarak ortaya koymaktır. Bu doğrultuda 81 il için, 2008-2019 dönemi sürekli değişken niteliğindeki yerel yönetimler bütçe gelir, gider, açık düzeyleri ve gelire göre bütçe açıklık oranı verileri ile kategorik değişken niteliğindeki büyükşehir belediyesi niteliği ve sosyoekonomik gelişmişlik düzeyi verileri kullanılarak toplam altı değişkenin dağılımı kümeleme analizi ile incelenmiştir. Sonuçta 81 ilin yerel yönetiminin beş kümeye ayrıldığı ve bu ayrımda illerin büyükşehir belediyesi nitelikleri ve sosyoekonomik gelişmişlik düzeylerinin önemli ölçüde belirleyici olduğu saptanmıştır.

Abstract

The aim of the study is within the framework of decentralization, localization principle and localization process; put forward to the financial aspects of devolution and resource sharing of local governments on the basis of a comparative 81 provinces during the performance-based budgeting process in Tukey. In this direction, the distribution of six variables has been analyzed with cluster analysis for 81 provinces, using the data of local governments, which are constantly variable, budget income, expenditure, deficit levels and budget openness rate according to income, and the data of the metropolitan municipality qualification and socioeconomic development level, which are categorical variables. As a result, it has been determined that the local governments of 81 provinces are divided into five clusters and that the qualifications and socioeconomic development levels of the provinces are the most important determinants.
