Özet

I.Dünya Savaşının öncesinde Ermeni Patrikhanesi ve partileri, 1914 yılında ya pılacak seçimlerin nisbî temsil esasına göre gerçekleşmesini talep etmişlerdir. Durumu yakından takip eden Rumlar da benzer bir yaklaşım sergilemişlerdir. Ayrıca Ermeniler, bu şekilde yapılması ön görülen seçimlerden kendilerine yirmi milletvekili çıkarma hakkının verilmesi konusunda da ısrarcı olmuşlardır. Meseleyi diyalog yoluyla çözmeye çalışan iktidardaki İttihat ve Terakki Partisi, Ermenilerin istenen sayıda milletvekili çıkarabileceklerini, fakat bunun nisbî temsil esasına göre olamayacağını; siyasi, sosyal ve hukuki gerekçelerle açıklamaya çalışmıştır. Ermeni patrikhanesinin boykotuna rağmen İttihat ve Terakkiden aday gösterilen birçok Ermeni kökenli aday milletvekili seçilmiştir. Rumlar ise, nisbî temsil ısrarından vazgeçerek seçimlerden avantaj elde etmeyi başarmışlardır. Araştırmamıza konu olan zorlu seçim süreci, basına yansıyan boyutlarıyla ele alınarak irdelenmeye çalışılmıştır

Abstract

Before the First World War Armenian patriarchate and pa rties called for the making of the 1914 elections in accordance with the principle of proportional representation Closely interested in the issue, the Rums were also of the similar approach. Moreover,Armenians also insisted on having right to hold twenty congressmen from the elections estimated to be made in this fashion. Settling the issue with dialogue, the Union and Progress Party strived for explaining political, social and legal grounds that the Armenians could give forth the requested number of cong ressmen. However, this could no t have happened according to the principle of proportional representation. In spite of the Armenian patriarchate s boycott, Union and Progress Party nominated many Armenian origin candidates as the congressmen. On the other s ide, by giving up their demand for proportional representation the Rums succeeded in enjoy ing some advantages. The subject of this study is the tough election process in the light of the press.
