“Bolşevik Ruslar”ın Millî Mücadele Hareketiyle Temas Kurma Girişimleri

Özet
Bolşevik İhtilali sadece ortaya çıktığı coğrafyada değil; aynı zamanda çevrebölgeler, devletler ve milletler üzerinde doğrudan ya da dolaylı olarak etkisinihissettirmiştir. Birinci Dünya Savaşı’nın henüz tamamlanmadığı sıradameydana gelen ihtilal, Rusya’da iktidarın el değiştirmesiyle sonuçlanmıştır. İktidarın yeni sahibi olan Bolşevikler, hâkimiyetlerinin kabul görmesiamacıyla iç ve dış politikalarını Çarlık döneminden farklı bir çizgiye oturtmakistemiş olsa da Çarlık Hükûmeti’nin eski müttefikleri olan İngiltere ve Fransayeni yönetimi tanımak istememiş; hatta Çarlık idaresini tekrar canlandırmakamacıyla mücadele eden karşı devrimci gruplara askerî ve mali anlamdadestek vermiştir. Bu durumu ülke bütünlüklerine alenen bir tehdit olarakalgılayan Bolşevikler, yayımladıkları deklarasyonlar vasıtasıyla emperyalizmeve emperyalizmin temsilcilerine karşı tüm ulus ya da hükûmetleriayaklanmaya teşvik etmiştir. Bununla beraber, Bolşevikler emperyalistanlayışla hareket eden devletlerin tehdit ve işgaline maruz kalan ulus vehükûmetleri destekleyici söylemler geliştirmişlerdir. Söz konusu söylemlerkendilerinin de düşman olarak addettikleri cepheye muhalif kitlelere“ortaklık” ve “birlikte hareket etme” davetlerine doğru evirilmiştir. Budavetler Mondros Mütarekesi sonrasında İtilaf Devletleri’nin işgaliyle karşıkarşıya kalan Türkleri de kapsamaktadır. Türklerin bağımsızlık mücadelesininde “Batı”yı hedef alması, Bolşeviklerin Türklerle temasa geçmesini zaruri birhâle getirmiştir. Taraflar arasında resmî ilişkilerin oluşturulmasından öncekisüreçte Bolşeviklerin Millî Mücadele temsilcileriyle bağlantı kurmayaçalıştıkları bilinmektedir. Bu bağlamda yıllardır tartışılagelen Havza görüşmeside çalışmanın kapsamına dâhil edilmiştir. Çalışmaya konu olan temasgirişimlerinin temelinde yatan faktörlerin Bolşeviklerin dış politikayaklaşımları açısından analizi ve Türklerin bu yaklaşımlara tepkisi, taraflararasında resmî ilişkilerin kurulmasına zemin hazırlaması bakımındanincelenmeye değer görülmüştür. Bu çalışma taraflar arasında temasgirişimlerinin başlamasından resmi ilişkiler kurulmasına kadar olan dönemikapsamaktadır.
Abstract
Directly or indirectly, the Bolshevik Revolution had effects not only in the geography it emerged, but also in the neighbouring regions, states and for their peoples. The revolution, which occurred during the Great War, resulted in the change of ruling power in Russia. The Bolsheviks, which are the new holder of the ruling power, wished to place their domestic and foreign policies on a line more different than in the Tsarist Russia in order for their authority to be accepted. The previous allies of the Tsarist Russia, namely France and Great Britain, however, did not want to recognize the new administration. Moreover, they supported, in military and financial sense, the counter-revolutionary groups in order to bring back the Tsarist administration. This was perceived by the Bolsheviks as an overtly threat to the territorial integrity. The Bolsheviks encouraged all the nations and governments to revolt against the imperialists and their representatives through declarations they issued. Moreover, they developed discourses supporting all the nations and governments that were under the threat and occupation of the states acting with imperialist approach. The discourses in question evolved into the invites of “collaboration” and “partnership” with the groups opposing to the front deemed by the Bolsheviks as enemies. Such invites also cover the Turks, who experienced the occupation of the Allied Powers after the Mudros Armistice. Since the Turkish National Struggle was against the Western Powers, the Bolsheviks felt the need to contact the Turks. In the process before the formal relations were established between the parties, it is known that the Bolsheviks tried to contact the representatives of the Turkish National Struggle. In this context, the meeting of Havza, which has been discussed for years, were included in this study. The analysis of the factors, which are the basis of the contact attempts, from the viewpoint of the foreign policy approaches of the Bolsheviks and the reaction of the Turks to these approaches are considered to be valuable for analysis in respect of preparing the grounds for the establishment of the formal relations between the parties. This study covers the period from the beginning of the contact attempts between the parties to the establishment of formal relations.
