Özet

Osmanlı Devleti 19. ve 20. yüzyılda yaptığı Osmanlı-Rus Harpleri, Balkan Savaşları ve Büyük Harp’ten sonra çökme noktasına gelmiştir. Aynı zamanda bu savaşlar neticesinde Kırım, Kafkasya ve Balkanlardan Müslüman nüfusun Anadolu’ya doğru kitlesel bir göçüyle de karşı karşıya kalmıştır. Bu kitlesel göçler karşısında devletin temel gayesi, göçmenleri iskân edip (münferit dağıtarak) onlara tohum ve büyükbaş hayvan vererek, üretici durumuna geçirmek ve hem vergi almak hem de yaptığı masraflardan imtina etmektir. Başkanlık Osmanlı Arşivi, Başkanlık Cumhuriyet Arşivi, Çorum gazetesi ve Çorum İl Özel İdaresi Arşivi’nde tespit edilen evraklar, Çorum’da iskân edilen mübadil, muhacir, gayrimüslim ve aşiretlere dair önemli bilgiler sunmaktadır. Bu arşivlerde göçmenlere yönelik; tohum, toprak ve iaşe yardımında yapılan uygulamalar, göçmenlerle ilgili vukuat cetvelleri, muhacir ve mübve sağlık durumlarıyla ilgili ayrıntılı veriler mevcuttur. Ayrıca gayrimüslimlerden kalan malların, nasıl tasarruf edileceği ve haklarındaki muamelelerle ilgili kayıtlar da oldukça fazladır. Bu çalışmada Çorum bölgesine, Balkanlar, Kafkaslar ve Şark vilayetlerinden gelen göçmenler ile gayrimüslim ve aşiretlere yönelik uygulamalar ve devletin iskân politikası, ana gövdesi Çorum İl Özel İdaresi Arşivi’nde bulunan belge özetlerine dayalı olarak incelenmiştiradillerin iskân

Abstract

The Ottoman State came on the verge of collapse after the Turco-Russo Wars, the Balkan Wars and the Great War in the 19th and 20th centuries. In the meantime, in consequence of these wars, it also faced with the mass migration of the Muslim population from Crimea, the Caucasus and the Balkans to Anatolia. The main aim of the State in the face of these mass migrations was to settle the immigrants (by distributing them separately) and to give them seeds and bovine animals and to make them breeders and thus to levy taxes and to avoid expenses. The documents located in the Ottoman and Republican Divisions of Turkish Presidential Archives, Çorum newspaper and the archives of Special Provincial Directorate of Çorum province provide important information on the refugees, immigrants, non-Muslims, and tribes settled in Çorum. In this archive, there are, with respect to the immigrants, detailed data on the practices made for seed, land, and food aid, incident charts regarding immigrants, and the housing and health status of the refugees and immigrants. There are also many records on how the properties that were left by non-Muslims would be protected and used. In this study, practices and the settlement policy of the State towards immigrants, non-Muslims, and tribes who came from the Balkans, Caucasus, and Eastern provinces to Çorum were examined based on the document abstracts of which the main frame is in the Special Provincial Administration Archive of Çorum.
