Özet
Şeker sanayisinin kurulması için ilk çalışmalar Osmanlı Devleti’nin son döneminde başlatılmış olmakla birlikte sonuçlandırılamamıştır. I. Dünya Savaşı yıllarında çekilen şeker sıkıntısı şekerin üretilmesinin önemini bir kez daha ortaya koymuştur. Cumhuriyet’in ilk yıllarında şeker sanayisinin kurulmasına yönelik çalışma başlatılmış, 5 Nisan 1925 tarihinde çıkarılan kanunla şeker fabrikalarının kurulmasının önü açılmış, hemen sonrasında Alpullu ve Uşak Şeker Fabrikaları kurulmuştur. Bu fabrikaları Eskişehir ve Turhal’da açılan şeker fabrikaları izlemiştir. Şeker sanayisinin gelişmesi, üreticinin şeker pancarı üretimine yönelmesi için gerekli adımlar atılmış, üreticinin desteklenmesiyle birlikte şeker pancarı üretiminde artış kaydedilmiştir. Bu süreçte aynı zamanda yüksek olan şeker fiyatının düşürülerek tüketimin artırılmasına çalışılmıştır. Hatta yabancı uzmanlar getirilerek onların görüşlerinden de istifade edilmiştir. 6 Temmuz 1935 tarihinde kurulan Türkiye Şeker Fabrikaları Anonim Şirketi dört şeker fabrikasını bünyesinde toplamıştır. Gelinen noktada ülkenin şeker ihtiyacının büyük bir bölümü mevcut şeker fabrikaları ile karşılanmış, özellikle II. Dünya Savaşı yıllarında şeker sanayisinin önemi bir kez daha anlaşılmıştır. 1950 yılına kadar bu dört fabrika faaliyetini sürdürmüşse de artan nüfusla birlikte ilerleyen süreçte yeni fabrikaların açılması kaçınılmaz olmuştur. Bu çalışmada Türkiye’de şeker sanayisinin kuruluşu ve gelişimi, arşiv belgeleri, TBMM tutanakları, süreli yayınlar ve istatistiki verilere dayanılarak ele alınmıştır.
Abstract
Although the first activities for the establishment of the sugar industry were started in the last period of the Ottoman State, they could not be concluded. The sugar shortage during the First World War once again demonstrated the importance of producing sugar. In the early years of the Republic, the work for the establishment of the sugar industry was initiated. With the law enacted on 5 April 1925, the way for the establishment of sugar factories was paved and immediately after this law, Alpullu and Usak Sugar Factories were established. These factories were followed by sugar factories opened in Eskisehir and Turhal. Necessary steps have been taken to develop the sugar industry and to turn the producer towards sugar beet production, and with the support of the producer, an increase has been recorded in sugar beet production. In this process, it was tried to increase the sugar consumption by decreasing the high sugar price. In fact, foreign experts were brought in and their views were also used. Founded on July 6, 1935, Sugar Factories Corporation of Turkey has incorporated the four sugar factories within its structure. At this point, most of the country's sugar need was met with the existing sugar factories; especially during the Second World War, the importance of the sugar industry was once again understood. Even though these four factories continued their activities until 1950, it was inevitable to open new factories with the increasing population. In this study, the establishment and development of the sugar industry in Turkey are discussed on the basis of archival documents, minutes of the Turkish Grand National Assembly, periodicals and statistical data.
