Abstract
The children who work at the streets and know there as home are increasing innumbers day by day. Because of this increase, events resulting in being actor orvictim composes an agenda Although the debates in matter especially majors insociologic aspect; the aspect of law – especially administrative law-falls behind.However, this issue that affects social life remarkable, is closely associated with“public service” from the perspective of administrative law. The problemsoccured indicate to the absence and confusion of public service, fullfillmentof which is given as a duty to the administration. In this perspective, the resultof attribution of results undesireble to the administration is the case. In thisarticle, street child fact will be mainly considered from the view of public serviceand liability of administration. Because of the relation with internationalregulations and Constitution, these regulations will also be handled beforethe assesments regarding to Administrative Law, in a restricted amount that isenough for the explanations related to last mentioned subject. After that, thematter will be handled in terms of Administrative Law, but also associated withthe first mentioned regulations. . But because of the wide scope of the matter,assessment will be restricted by the subjects considered more remarkable.
