CUMHURİYET DÖNEMİ'NDE MARAŞ'IN BAZI SOSYAL SORUNLARI VE ÇÖZÜM YOLLARI (1939-1950)

Özet
Maraş'tı. Şehir, İstiklal Savaşı'nda önce İngiliz ardından da Fransız işgali altına girmişti. Savaşlar ve işgallerin şehir ve sakinleri üzerinde bıraktığı tahribatın izleri yıllarca silinemedi. Bu olumsuz etkilerin yanı sıra Cumhuriyet Dönemi'nde devletin bazı politik tercihleri ya da vilayetin istenilse de ihtiyaçlarına yeterince cevap verilememesi, Maraş vilayetini diğer vilayetlere kıyasla geri duruma düşürmüştü. Devrin şartlarında bütçe imkânlarının kısıtlı olması, ekonomik krizler ve II. Dünya Savaşı koşulları yatırımların önündeki en büyük engellerdi. İşte bu çalışmada Cumhuriyet'in ilanından epey bir süre geçtikten sonra İsmet İnönü'nün Cumhurbaşkanı, Cumhuriyet Halk Partisi'nin de (CHP) iktidarda olduğu, II. Dünya Savaşı yıllarından 1950 yılına kadar Maraş'ın bazı sosyal sorunlarına ve çözüm yollarına bakılmıştır. Sorunlar, genelde Maraş milletvekilleri ya da Cumhuriyet Halk Partisi'nin Maraş'a teftiş amaçlı gönderdiği müfettişler tarafından tespit edilmişti. Çalışma sonunda görülmüştür ki bu yıllarda Maraş'ın en büyük sosyal sorunları; salgın hastalıklar, bataklıkların kurutulması, çeltik sulama meselesi, güçlü ailelerin halk üzerinde kurduğu tahakküm, topraksız çiftçilere toprak verilmesi, göçebelerin iskânı şeklinde sıralanmaktadır. Bu sorunların hepsi eskiden beri süregelen sorunlardı. Sorunlara gerek Cumhuriyet Halk Partisi gerek Hükümet gerekse Türkiye Büyük Millet Meclisi çözüm bulmaya çalışmıştır. Bu bağlamda Maraş vilayetinin sosyal sorunlarına karşı merkezi idare duyarsız kalmamıştı. Dönemin sonuna gelindiğinde salgın hastalıklar ve güçlü ailelerin halk üzerindeki hâkimiyetine dair bazı sorunların çözümünde önemli başarılar elde edilse de diğer sorunlar üzerinde büyük ölçüde bir başarının sağlanabildiği pek söylenemez. Gerçi bu başarısızlıklar Maraş'a özgü değil, ülkenin diğer vilayetlerinde de elde edilen sonuçlardı. Çalışmada arşiv belgeleri Meclis tutanakları ve literatürdeki diğer kaynaklardan istifade edilmiştir.
Abstract
One of the most adversely affected provinces by World War I and the War of Independence was undoubtedly Maraş. The city was occupied first by the British and then by the French during the War of Independence. The traces of the destruction caused by wars and occupations on the city and its residents could not be erased for years. In addition to these negative effects, some political preferences of the state during the Republic Period or the lack of adequate response to the needs of the province even if they were requested, put the province of Maraş in a backward position compared to other provinces. Limited budgetary possibilities under the conditions of the period, economic crises and II. World War conditions were the biggest obstacles to investments. In this study, after a long time after the proclamation of the Republic, İsmet İnönü was the President and the Republican Peoples' Party was in power from the years of World War II to 1950, some social problems of Maraş and their solutions were examined. The problems were usually identified by deputies of Maraş or inspectors sent by the Republican People's Party to Maraş for inspection purposes. At the end of the study, it was seen that the biggest social problems of Maraş in these years; epidemic diseases, drying of marshes, rice irrigation issue, the domination of strong families on the people, giving land to landless farmers, settling of nomads. All of these problems have been ongoing from time immemorial. Both the Republican People's Party, the Government and the Turkish Grand National Assembly tried to find solutions to the problems. In this context, the central administration was not insensitive to the social problems of Maraş province. By the end of the period, we cannot say that although significant achievements were achieved in solving some problems related to epidemic diseases and the dominance of strong families over the people, it cannot be said that a great deal of success was achieved on other problems. However, these failures were not just those specific to Maraş, but the results achieved in other provinces of the country. Archive documents, Assembly minutes and other sources in the literature were used in the study.
