Özet

Şemsülmekâtip II. Abdülhamid, II. Meşrutiyet ve Cumhuriyet dönemlerinde faaliyet gösteren bir özel okuldur (1891-1940). Siyasi hayatımızın en çalkantılı bu süreçlerinde üstelik üç defa da el değiştirmesine rağmen faaliyetlerini sürdürebilmiştir. İlk kurulduğu dönemde geleneksel elitlerin yönetimindeki Şemsülmekâtip git gide modern elitlerin yönetimine geçmiştir. Bu geçiş sürecinde, mevcut tarih yazımında işaret edilmeyen biçimde, geleneksel elitlerle modern elitlerin oldukça uyumlu bir şekilde çalıştığı gözlenmiştir. Tatbik ettiği pedagojik yöntemleriyle dönemin önde gelen düşünce adamlarının takdirini kazanan Şemsülmekâtip, karma eğitim, piyes, temsil, fiziki idman gibi uygulamalarıyla da eğitim tarihimizde öncü bir okul olmuştur. Şemsülmekâtip, yeni rejimin dil politikaları gereğince 1935 yılında ismini, Okullar Güneşi olarak değiştirmiştir. Okulun Osmanlı eğitim modernleşmesi içinde özel yeri ve konumu dönemin basınında ifade edilmiştir. Kurumun farklı ve yenilikçi metodları, İkinci Meşrutiyet öncesinde benimsenmiş, Meşrutiyet dönemi içinde özellikle İsmayıl Hakkı (Baltacıoğlu)’nun sorumluluk üstlendiği zamanda bu yönde büyük bir hamle yapmıştır. Şemsülmekâtip’te eğitim alan öğrenciler, okulun diğer okullardan ayırıcı vasıflara sahip bir özel okul olduğunu hâtıralarında dile getirmişlerdir. Makalede öncelikle Şemsülmekâtip’in tarihinden bahsedilmiş, ardından bu özel okul üzerinden Osmanlı/Türk modernleşmesinin maarif hayatındaki yansımaları araştırılmıştır. Şemsülmekâtip tarihinin, belli bir döneminde arkasına bir muhitin, siyasal toplumun desteğini alarak ayakta kalmıştır. Metinde bu ilişkiler irdelenmiştir. Şemsülmekâtip yeni rejimin sertleştiği, bürokrasinin özel teşebbüslere mesafeli yaklaştığı, devletin genişleyip sivil toplumun daraldığı bir evrede kapatılmıştır. Makalede okulun güç kaybetmesinin sebepleri de açıklanmıştır. Ayrıca okulun yöneticileri hakkında birtakım idari tedbirler alınmıştır. Kapatılma haberini veren gazetelerin tutarsız yorumları, okulun bürokratik bir kararla faaliyetini sonlandırdığını göstermektedir. Makalede Erken Cumhuriyet döneminde bir ölçüde özel okul işletmeciliğinin sınırları da gösterilmiştir.

Abstract

Şemsülmekâtip is a private school operated in the periods of II. Abdülhamid, the Second Constitutional Era and Modern Turkish Republic (1891-1940). Although the school changed owners three times in this process, it was able to continue its activities. The school, which was under the rule of traditional elites when it was first established, gradually passed to the rule of modern elites. During this transition period, it was observed that the traditional elites and modern elites worked in harmony, which is not common in official historiography. Şemsülmekâtip, who won the appreciation of the leading thinkers of the period with the pedagogical methods that it applied, has also become a pioneering school in our education history with its applications such as co-education, drama and acting. In accordance with the language policies of the new regime, it changed its name to the Okullar Güneşi -Sun of Schools- in 1935. The memories of the people who were educated in Şemsülmekâtip, showed that the school was a private school with distinctive features from other schools. In the article, first of all, the history of Şemsülmekâtip was mentioned, then the reflections of Ottoman/Turkish modernization in education life were investigated through this private school. In a certain period, Şemsülmekâtip remained standing by getting the support of a neighborhood, a political society. In all its periods, the school has strived to be an institution that is pedagogically innovative and different from other educational institutions. Şemsülmekatip was closed at a time; when the new regime got tougher, the bureaucracy was distant to private enterprises, the state expanded and the civil society regressed. In addition, some administrative measures were taken against the administrators of the school. The inconsistent comments of the newspapers that announced the closure show that the school was closed with a bureaucratic decision. The article also aims to indicate the limits of private schooling to some extent in the Early Republican period in Turkey.
