Özet

Soğuk Savaş’ın sona ermesi Türk dış politikasını hem olumlu hem de olumsuz anlamda etkilemiştir. Avrupa entegrasyonu bağlamında önem kaybına uğrayan Türkiye bir taraftan da SSCB sonrası istikrarsızlaşan bir Avrasya coğrafyasında ciddi güvenlik sorunlarının olduğu bir bölge ile komşu olmuştur. Diğer yandan özellikle yeni post-Sovyet “Türk” cumhuriyetleriyle ilgili olarak doğan fırsatlar dış politikada Türkiye’ye yeni yönelim olanakları sunmuştur. Soğuk Savaş sonrası dönemde gerek güvenlik sorunları gerekse yeni çıkar ve fırsatlar temelinde Türk karar alıcıları siyasal, stratejik-ekonomik ve kültürel boyutları olan yeni bir bölgesel politika geliştirmiştir. Bu makalede yeni Kafkasya ve Orta Asya bölgesel politikası bağlamında Türkiye’nin yönelim sorunsalı ele alınacaktır.

Abstract

The end of the Cold War has influenced the Turkish foreign policy both in a positive and negative way. Turkey at a lost in the context of the European integration became neighbour with a region without stability in Eurasia in which there are many serious security problems. On the other hand particularly connected with the post Soviet Turkic republics, Turkey has obtained new opportunities and new orientation possibilities. Both in the context of security matters and on the basis of new emerging interests as well as chances, corresponding to their own perceptions Turkish decision makers have created a new regional policy with political, strategically-economical and cultural components. In this article, the orientation question in the context of the new Caucasus and Central Asian policy is reviewed and by it, it is tried to locate the Turkish foreign policy after the Cold War.
