TÜRKİYE’DEKİ MAZOT FİYAT ŞOKLARININ HUBUBAT SEKTÖRÜNE ETKİSİ

Özet
Bu araştırmanın amacı Türkiye’de oluşan mazot fiyat şoklarının mısır, pirinç ve buğday fiyatları üzerindeki etkilerini belirlemektir. Çalışma 2003-2016 yılları arasını kapsayan aylık veriler ile kurgulanmıştır. Veriler vektör otoregresyon (VAR) modeli ile sınanmıştır. Kısa dönem ilişkiler Etki-Tepki ve Varyans Ayrıştırma testi sonuçlarına göre yorumlanmıştır. Elde edilen bulgulara göre mazot fiyat şokları ile hububat ürünleri arasında bir ilişkisinin varlığından söz edilebilir. Bu ilişki ortalama 4 aylık dönemde fiyatlara pozitif yönde yansımaktadır. Etki daha sonraki aylarda kalıcılık göstermektedir. Öte yandan mazot fiyatlarında oluşan şoklar hububat ürünün çeşidine göre öngörü hata varyansının yaklaşık %16 ile %33’ünü açıklamaktadır. Bu yüksek oran hububat fiyatlarının kontrolü için mazot fiyatlarının önemine dikkat çekmektedir. Bu yüzden özellikle hububat krizi dönemlerinde mazota periyodik indirimler uygulanması önerilebilir.
Abstract
The purpose of this study is to determine diesel fuel price shocks on prices of corn, rice and wheat in Turkey. The study is organized with monthly data covering 2003-2016. Data was tested with vector auto regression (VAR) model. Short term effects were interpreted according to Cause-Effect and Variance Decomposition test results. According to the study findings, there is a relationship between diesel fuel shocks and cereal products. This relationship reflects on prices in positive manners for 4-month period. The effect remains constant for the following months. On the other hand, Diesel fuel price shocks can be used to explain almost 16% and 33% of expectation error variance depending on the type of cereal products. Such high level shows the importance of diesel fuel prices for the control of cereal prices. Therefore, it can be suggested to apply periodical discount rates to diesel fuel prices for especially cereal crisis periods.
