Özet
Jandarma personeli yetiştiren modern anlamdaki ilk eğitim kurumu, 1904 yılında Balkanlarda kurulmuştur. Bu tarihten itibaren çeşitli safhalardan geçen Jandarma Eğitim Okulları, Cumhuriyet’in ilanıyla birlikte Anadolu’nun farklı bölgelerinde teşkilatlanmıştır. Okulların genel anlamda amacı Jandarmaya nitelikli subay ve astsubay yetiştirmektir. Bu kapsamda Osmanlıdan Cumhuriyet’e kadar geçen süreçte Jandarma okullarının müfredat programlarının çağın kolluk eğitim ihtiyaçlarına uygun olarak hazırlanması amaçlanmıştır. Programlardaki dersler ise subay ve astsubaydan beklenen nitelikleri öğrencilere kazandıracak şekilde müfredata eklenmiştir. Hukuk, genel kültür (okuma yazma, tarih ve coğrafya gibi), sağlık ve spor odaklı derslerin yanı sıra Jandarma mesleğinin taktik ve teknikleri ile kolluk mevzuatını öğretmeye yönelik dersler de müfredat programlarının merkezinde yer almıştır. Jandarma mesleğine yönelik verilen dersler arasında fotoğrafçılık eğitimi de bulunmaktadır. Bu dersin Jandarma Eğitim Okulları müfredatlarına eklenmesindeki temel amaçlardan birisi adli olayların çözülmesinde kolluk personeline yardımcı olmaktır. Fotoğrafçılık eğitimiyle birlikte Jandarma personelinin deprem, sel gibi doğal afetleri kayıt altına alma yeteneğinin arttırılması da hedeflenmiştir. Fotoğrafçılık, Jandarmanın dışında polis eğitiminde de önemli rol oynamıştır. Bu çalışmada, fotoğrafçılığın jandarma eğitimindeki gerekliliği vurgulanmıştır.
Abstract
The first modern Gendarmerie school was founded in the Balkans in 1904. Since then, Gendarmerie schools that run through various stages have been based in different regions of Anatolia after the declaration of the Republic. The Gendarmerie schools’ purpose is to train and educate officers and noncommissioned officers for the Gendarmerie General Command. In this context, from the period of the Ottoman Empire to that of the Republic, it is aimed to prepare the gendarmerie schools’ curriculum according to the requirements of contemporary law enforcement education. These courses in the programs are included in the curriculum to provide students with the qualifications expected from officers and non-commissioned officers. In addition to law, general culture (such as literacy, history and geography), health and sports lessons, the tactics and techniques of the gendarmerie profession and law enforcement legislation are also placed at the centre of the curriculum. Photography training is one of the taught courses related to the Gendarmerie profession. The primary purpose of including this lesson in the Gendarmerie School curriculum is to facilitate evidence collection and criminal case solving. Photography training also aims to promote the Gendarmerie personnel’s ability to record natural disasters such as earthquakes and floods. Photography has played an important role in police education as well. In this study, the necessity of photography in gendarmerie education is emphasized.
