Özet

Arkeolojik alanlarda kazıyla açığa çıkan kültür varlıklarının korunması ve sergilenerek topluma sunulması son yıllarda ICOMOS, Avrupa Konseyi gibi kültür alanında çalışan uluslararası kurumların önemle üzerinde durduğu bir konudur. Bu bağlamda kültür varlıklarının yalnız turistler için değil, o bölgede yaşayan toplum için de bir değer olarak tanımlanması ve onların da koruma, sergileme süreçlerinde yer alması gereği özellikle vurgulanmaktadır. Böylece yerel halkın da çevresindeki geçmiş kültürleri benimseyerek içselleştirmesi ve arkeolojik alanının sürekli korunması konusunda gönüllü katkısının olması beklenmektedir. Bu makalede Avrupada arkeolojik alan ve toplum ilişkisinin tarihsel gelişimi kısaca açıklandıktan sonra, Türkiyede Osmanlı döneminde arkeoloji ve toplum ilişkisi bürokrasi ve yasal sürecin gelişimi açısından ele alınmıştır. Ardından Cumhuriyet döneminde koruma projesi geliştiren ve bu bağlamda özellikle yerel toplumu sürece dahil eden başarılı uygulamalar kısaca açıklandıktan sonra, Kırklareli Aşağı Pınar ve Kanlıgeçit kazı çalışmaları çerçevesinde geliştirdiğimiz koruma ve sergileme projeleri tanıtılmıştır.

Abstract

During recent years the protection and display of cultural remains exposed through archaeological excavations have been amongst the top agenda items of international bodies such as ICOMOS or the European Council that are concerned with the cultural heritage. Within this framework, it has been highlighted that the prime target of cultural heritage management should not be solely oriented for tourism, but it must be fully engaged in establishing an active collaboration with local communities, developing policies for protection and exhibition with the active participation of local actors. As a result it is anticipated that the public will accept and internalize previous cultures and will voluntarily contribute to the perpetual preservation of archaeological sites within their own environment. This paper, after presenting a conspectus on the history of the interaction between field archaeology and local communities in Europe, presents a survey of archaeology in the Ottoman era specifying its social context, bureaucratic procedures and legislative basis; this is followed by a survey of policies on protection and notable cases that have successfully incorporating local actors during the Republic period of Turkey. The final part of the paper covers preservation and exhibition practices developed during our excavations at Afla¤ P nar and at Kanl geçit.
