Özet

Bu çalışmada enformasyon toplumu kavramsallaştırması iki ana yaklaşım içerisinde değerlendirilmiştir: İlki, kavramı "toplumsal bir dönüşüm süreci" olarak gören ve bunu daha çok teknoloji alanında ortaya çıkan önemli gelişmelerin sonuçları anlamında, istatistiki verilere, nicel göstergelere, endekslere dayanarak yapan yaklaşımdır. İkincisi ise enformasyon toplumunu küreselleşen dünya ekonomisi içerisinde, bilimin ve teknolojinin özellikle EİT bağlamında, yaratıcı bir yeniden yapılanma akımı yaratarak, bir bilim ve teknoloji politikası çerçevesinde toplumların ulusal rekabet gücünü artırmak, kalkınma-gelişme hedeflerine ulaşmak için yönlendirilmesi olarak görmektedir. Oysa her iki yaklaşım da Türkiye gibi gelişmekte olan ülkeler açısından çok daha yaşamsal önemdeki bir başka sürece işaret etmektedir: Sayısal uçurum, kalkınma-gelişme, ekonomik büyüme sorunu ve bunların üstesinden gelebilmek için enformasyon topluma paradigmasını bir politika olarak devreye sokmak.

Abstract

In this study, we distinguish two major approaches to the conception of "information society". The first one considers information society in terms of "a process of social transformation" and relies mostly on statistical data, quantitative indices and indicators as a consequence of significant technological developments. The second approach conceives information society in the context of global world economy. In this perspective, science and technology can be directed towards increasing national competitive power of societies in terms of science and technology policy. However, both of them point to a process which has been reflected in opening up a way to transnational corporations in à competitive environment for the developed societies. But, for the developing countries, such as Turkey, this process has a more fundamental role: There are the problems of development/economic growth/digital divide and there must be a conversion of the information society paradigm into an issue of "policy" in order to overcome the problem of development.
