Özet

Türkiye, Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi'ne Mayıs 2004 tarihinde taraf olarak küresel çevre sorunları karşısında uluslararası işbirliği içinde yerini almıştır. 1997 yılında Kyoto kentinde toplanan İklim Değişikliği Çerçeve Sözleşmesi Taraflar Konferansı'nda gelişmiş ülkeler, 2008-2012 bütçe yıllarında sera gazı emisyonlarını 1990 yılı düzeylerinin en az yüzde 5 altına azaltma taahhüdünde bulunmuşlardır. Türkiye'nin Kyoto Protokolü hedefini gerçekleştirme taahhüdünde bulunması durumunda emisyonların kaynağı olan üretim alanlarında gerekli önlemlerin alınması gerekecektir. Bu amaçla temiz teknolojilere yapılacak yatırımlar ve arıtma tesislerinin işletimi için yapılacak harcamalar Türkiye ekonomisine ek maliyetler getirecektir.

Abstract

As of May 2004, Turkey has taken part in the international cooperation process regarding the global environmental problems by becoming a party to the United Nations Framework Convention on Climate Change. The industrialized countries agreed at the Conference of the Parties to the Framework Convention on Climate Change in 1997 at Kyoto, to reduce their greenhouse gas emissions in aggregate to about 5% below of the 1990 level, for the budget years 2008-2012. If Turkey would undertake to realize the target of the Kyoto Protocol, she has to take the necessary actions in the production sectors that are the main sources of these greenhouse gas emissions. The investments for adopting clean technologies and pollution abatement operating expenditures will bring about additional costs to the Turkish economy
