Özet
Demokrat Parti 1950 yılında iktidara geldiğinde, liberal politikalar uygulayarak hızlı büyümeyi hedefledi. Bütçe politikasını iktisat politikasındaki hedefleri bütçe politikasını da belirledi. 1953 yılma dek dünya konjonktürünün ve Marshall Planı çerçevesinde Türkiye'ye gelen yardımların etkisiyle ekonomi hızla büyüdü. Tarım kesimi hızla makineleşti, pazara bağlandı. İhracat arttı. Ancak, Kore Savaşının etkisi geçince, uluslar arası koşullarda meydana gelen gelişmeler, dış kaynakları sınırladı. Hızlı büyüme hedefi emisyon kaynak gösterilerek sürdürüldü. Vergi sistemi ekonomideki gelişmeleri izleyemedi. Vergi kapasitesi artmasına rağmen vergi yükü azaldı. Bütçe açıkları kronikleşti. Kalkınmanın finansmanı konusu çözümlenemedi.
Abstract
The purpose of this paper is to analyze the budgetary policy of the Democrat Party goverments in historical perspective. Democrat party aimed at rapid economic growth. It wanted to reduce state intervention in the economy, encourage private enterprise and liberalize the economy. Although, the idea of balanced budget was adopted as a principle during the rule of the Democrat Party, the budget could only be balanced in 1958. The tax burden in 1938 stood at 12 % and did not change in the 1950s. Inflation and foreign debts were utilized to finance rapidly increasing public sector expenditures. Despite the growing economy and increasing tax capacity, tax reform could not be realized to increase tax revenues. However, emission was intensively practiced in order to finance government expenditures. As a result of inflationary economic growth, difficulties in foreign debt payments and shortages in the economy brought about instabilities and bottlenecks in the economy.
