Malmquist İndeks İle OECD Ülkelerinin Sağlık Sistemleri Performansının Değerlendirilmesi

Özet
Bu çalışmanın amacı, Ekonomik İş Birliği ve Kalkınma Örgütü (OECD) ülkelerinin sağlık sistemlerinin2000-2015 dönemindeki verimliliğini değerlendirmektir. Bu kapsamda Malmquist İndeks (MI)Analizinden faydalanılmıştır. MI analizi sonuçlarına göre, OECD ülkelerinin sağlık sistemleriperformansı; 2005 yılında 2000 yılına göre %2’lik, 2010 yılında 2005 yılına göre yaklaşık %5’lik veson olarak 2015 yılında 2010 yılına göre yaklaşık %7’lik performans ilerlemesi göstermiştir. Başlangıcı2000 sonu 2015 olan 2000-2015 döneminde ise OECD ülkelerinin sağlık sistemleri, ortalama %20’likperformans ilerlemesi göstermiştir. Çalışmanın sonuçları Türkiye açısından değerlendirildiğinde,Türkiye sağlık sistemi performansının; 2000-2005 dönemi için küçük bir ilerleme, 2005-2010 dönemiiçin gerileme ve son olarak 2010-2015 dönemi için ilerleme kaydettiği görülmektedir. 2000-2015dönemi dikkate alındığında ise Türkiye’nin, sağlık sistemi performansı açısından gerileme gösterdiğiortaya konulmuştur. Sağlık sistemlerinde verimlilik değerlendirmeleri sağlık sistemlerinin performansıhakkında bilgi sunmakla birlikte verimlilik performansın tek belirleyicisi değildir. Bu sebeple, ilerideyapılacak sağlık sistemlerinde performans ölçümü çalışmalarında performansın tüm boyutlarınındikkate alınması, çalışmaları güçlendirecektir.
Abstract
The aim of this study is to evaluate the efficiency of health systems of Organization for Economic Cooperation and Development (OECD) countries in the period of 2000-2015. In this context, Malmquist Index (MI) Analysis was used. According to the results of MI analysis, health systems performance of OECD countries showed 2% progress in 2005 compared to the year 2000, approximately 5% progress in 2010 compared to 2005 and approximately 7% progress in 2015 compared to 2010. In the 2000-2015 period, which begins in 2000 and ends in 2015, health systems of OECD countries showed 20% performance improvement. When the results of the study are evaluated in terms of Turkey, it is seen that Turkey's health system performance showed a little progress for the period of 2000-2005, a significant decline for the period of 2005-2010 and finally a progress for the period of 2010-2015. When considered the period of 2000-2015, Turkey demonstrated regress in terms of health system performance. Efficiency assessments in health systems provide information about the performance of health systems, but efficiency is not the only determinant of the performance. For this reason, taking all dimensions of performance into account will strengthen the future studies which interests in health system performance measurements.
