Özet
Türkiye bulunduğu coğrafya itibariyle deprem konusunda pek şanslı bir ülke sayılmamaktadır.Dünyanın jeolojik haritalarında belirlenmiş bazı riskli fay hatları Türkiye topraklarındangeçmektedir. Dolaysıyla deprem veya yer sarsıntıları konusunda Türkiye her zaman bu durumlarakarşı çok yönlü bir şekilde hazırlıklı olmalıdır. Devletin doğal afetlerle ilgili mercilerinin, toplumudeprem konusunda bilinçlendirmeye dönük eğitim, ilk yardım ve diğer programlarının olmasıöncelik taşımaktadır. Bu sürecin bir diğer safhası ise iktisadi gelişmeyi artırarak kentleşme, alt veüst yapı biçimlerinin dayanıklılığını modern imar faaliyetleriyle sağlamaktır. Söz konusu iktisadive sosyo-kültürel geri kalmışlığın doğal afetler ile muhasebesinde toplumlar için ağır sonuçlarıolduğu tarihsel açıdan her zaman görülmüştür. Osmanlı’dan Cumhuriyet’e ve 1950’leregelindiğinde Türkiye toplumunun gözle görülür bir iktisadi ve sosyal geri kalmışlığın merkezindeolduğu anlaşılmaktadır. Bu geri kalmışlığın taşradaki vaziyeti daha karamsar bir boyuttadır.Türkiye toplumunun bu zaman zarfında deprem gibi yaşadığı bazı doğal afetlerin sonucundaortaya çıkan tablo oldukça vahimdir. Türkiye’nin doğusunda, merkezden uzak ve az gelişmiş birtaşrası olan Muş vilayetinde 1950’lere gelindiğinde hayatın her sahasında benzer şekildekentleşme, alt yapı, imar ve iktisadi sorunların bulunduğu bir gerçektir. Bu çalışmada,depremsellik özelliği yüksek bir yer olan Muş’ta 1952 yılında meydana gelen afetin yönetilmesüreci ve sonuçları ele alınacaktır.
Abstract
Turkey, a country not considered so lucky in earthquake as its geography. Some risk identified fault lines in the Earth's geological map passes through the territory of Turkey. In Turkey, therefore, earthquakes or earthquakes should always be prepared in a versatile manner against this situation. It is a priority that the authorities of the state regarding natural disasters have training, first aid and other programs to raise awareness of the society on earthquakes. Another phase of this process is to increase the economic development and to ensure the durability of urbanization, infrastructure and superstructure forms with modern development activities. Historically, it has always been seen that the said economic and socio-cultural backwardness has severe consequences for societies in accounting for natural disasters. When the Ottomans to the Republic of Turkey in 1950 and the visibly society is understood that economic and social backwardness of the centre. The state of this backwardness in the provinces is more pessimistic. The picture that emerged as a result of some natural disasters such as earthquakes experienced during that time the people of Turkey are quite grave. Turkey's east, when decentralized and less developed provinces of Mus province in 1950, which likewise urbanization in every field of life, infrastructure, economic development and the fact that there is a problem. In this study, the management process and results of the disaster that took place in Mus, a place with high seismicity, in 1952 will be discussed.
