Özet

Bulgaristan ve Osmanlı İmparatorluğu 14’üncü yüzyıldan 20’nci yüzyılın başına kadar etkileşim içerisinde kalmıştır. Bu süre içerisinde her iki toplumun birçok bakımdan birbirinden etkilenmesi kaçınılmazdır. Etkileşimin gerçekleştiği alanlardan birinin yerel yönetimler olduğu düşünülmektedir. Bu anlamda çalışmanın amacı Bulgaristan ve Türkiye yerel yönetimlerinin tarihsel gelişim süreci, yerel yönetimlerin yapısı ve yerel yönetim alanında yakın zamanda yapılan düzenlemeler bağlamında iki ülkenin yerel yönetim sistemlerinin karşılaştırılmasıdır. Türkiye’deki ve Bulgaristan’daki yerel yönetim sistemlerinde günümüzde yalnızca belediye kurumunun ortak bir nokta olduğu, bu kurumun iç yapılanmasının ve türlerinin farklı olduğu ve Türkiye’nin Bulgaristan’dan daha çeşitli yerel yönetim birimlerine sahip olduğu sonucuna ulaşılmıştır.

Abstract

Bulgaria and the Ottoman Empire remained in interaction from the 14th century to the beginning of the 20th century. During this period, it is inevitable that both communities would be affected by each other in many respects. It is presumed that one of the areas where the interaction takes place is local goverments. In this manner, the aim of this study is to compare the local government systems of Bulgaria and Turkey in the context of their historical development process, the structure of the local governments and the amendments made by two countries in recent times. It is concluded that in the local government systems of Turkey and Bulgaria, the municipality institution is the only common point between two countries today whereas the inner- structure of the municipalities and their types are different and Turkey has more variety of local government units than Bulgaria has.
