Özet

Fransa’da 2021 bölge seçimleri katılım oranındaki düşüklük, yerelleşme ekseninde gelişen bölgeleşme sürecinin sorgulanmasına yol açmıştır. Bu çalışmada, merkezi hükü-metin 1960’lı yıllardan bu yana reform yöntemiyle kurumsallaştırmaya çalıştığı bölge yönetimlerinin siyasi olarak otonom alanlar olmaktan öte merkezi hükümetin taşradaki uzantısı bir yerel yönetim rolüne sıkıştığı savunulmaktadır. Buna bağlı olarak, siyasi elit-lerin kendilerini yenileyememesi, seçim kampanyalarının sağ/sol eksenli geleneksel siya-setten öteye gidememesi, bölgeleşmenin reform süreçleri itibariyle seçmen nezdinde kar-maşık bir yapılanmayı ifade etmesi gibi nedenler oy kullanma oranlarını sürekli olarak düşürmektedir. Çalışmanın temel hipotezleri nitel ve nicel araştırma yöntemleriyle top-lanan verilerle doğrulanmaya çalışılmıştır. Sonuç olarak bölgeleşme, merkezi hükümetin reformlarına bağlı olarak gelişen bir süreç izlerken, oy kullanmama eğiliminde sürekli bir artış tespit edilmiştir.

Abstract

Due to the absenteeism rate in the 2021 regional elections in France, the re-gionalization process developing on the axis of decentralization has been questioned. This study argued that the regional governments, which the central government has been trying to institutionalize with various reforms since the 1960s, are stuck in the role of local government as an extension of the central government in the provincial administra-tive system rather than being politically autonomous areas. Accordingly, reasons such as the inability of the political elites to renew themselves, the election campaigns weren't being able to go beyond the right/left axis traditional politics, and the fact that regional-ization expresses a complex structure in the eyes of the voters in terms of reform processes constantly decrease the voting rates. The main hypotheses of this study were verified with the data collected by qualitative and quantitative research methods. As a result, while regionalization followed a process that developed depending on the reforms planned by the central government, a continuous increase in the tendency of absenteeism was ob-served.
