Akıllı Ulaşım Uygulamaları Özelinde Manisa İli İncelemesi

Özet

Sanayi devriminden beri dünya genelinde hızla artan kentleşme, kentlerdeki nüfusun ihtiyacının karşılanması için gerekli adımların atılması için merkezi hükümet ve yerel yönetimler üzerinde sürekli baskı oluşmaktadır. Yapılan çalışmalarda özellikle kentsel nüfusun artmaya devam edeceği öngörüleri kentlerin hazır hale gelmesi için yönetimleri teşvik etmektedir. Çözüm yollarından biri olarak gelişen teknoloji ile entegre edilmiş, daha yaşanabilir, sürdürülebilir şehirler inşa etmek için akıllı şehir stratejilerinin kentlere uygulanması görülmektedir. Bu çalışmanın amacı, Manisa ili için akıllı şehir bileşenlerden biri olan akıllı ulaşım sistemlerine yönelik çözümlere dayalı öneri uygulamalar ve eylemlerin sunulmasıdır. Çalışma kapsamında, Manisa Büyükşehir Belediyesi (Manisa BB) ulaşım planları ile uluslararası göstergeler ve ulusal mevzuatlar incelenmiştir. Elde edilen veriler analiz edilerek öneri uygulama ve eylemler tanımlanmış olup, bunların uluslararası standartlar ve ulusal mevzuat ile uyumluluğu kıyaslanmıştır. Manisa kent merkezindeki ulaşım sorunlarının akıllı ulaşım yöntemleriyle çözülebilmesine yönelik bu çalışmada önerilen uygulama ve eylemlerin 11. Kalkınma Planı’nı ve Manisa BB Stratejik Planı’nı tümüyle desteklediği, aynı zamanda ISO 37122 standardında yer alan akıllı şehirler için on dört akıllı ulaşım göstergesinden yedisini sağladığı tespit edilmiştir. Bu çalışmada yer alan gösterge ve ilkelerin diğer yerel yönetimlerce de takip edilmesi hedeflenmektedir. Manisa iline ait mevcut durum ve öneriler bu çalışmanın genel çerçevesini oluştursa da çalışmadaki tespitlerin ve önerilerin halihazırda benzer durumda olan yerleşim yerleri için de uygulanabilir nitelikte sunulması, bu çalışmanın literatüre temel katkısı olarak değerlendirilmektedir.

Abstract

Urbanization which has increased rapidly around the world since the industrial revolution, there is pressure on the central government and local governments to take the necessary steps to meet the needs of the population in the cities. The predictions in the studies that the urban population will continue to increase encourage the administrations to prepare the cities for this. As one of the solutions, it is seen that smart city strategies are applied to cities in order to build more livable and sustainable cities integrated with developing technology. The aim of this study is to present suggestions based on solutions and actions for smart transportation systems, which is one of the smart city components for the province of Manisa. In the study, the transportation plans of Manisa Metropolitan Municipality (Manisa BB), international indicators and national regulations were examined. By analyzing the data obtained, recommendations, practices and actions were defined and their compatibility with international standards and national plans was compared. It has been concluded that the practices and actions proposed in this study, fully support the 11th Development Plan and the Manisa BB Strategic Plan, while providing seven of the fourteen smart transportation indicators for smart cities in the ISO 37122 standard. It is aimed to follow the indicators and principles in this study by other local governments. Although the current situation and recommendatio s of the province of Manisa constitute the general framework of this study, presenting the findings and recommendatio s as applicable for settlements that are currently in a similar situation is considered as the main contribution of this study to the literature.
