Özet

Devalüasyon, yükselen iç fiyatlar nedeniyle, ihraç mallarının artan maliyetlerine uygun bir ihraçfiyatı sağlamak üzere dış paraların değerinin artırılmasıdır. Bu uygulamaya başvuran ülkelerde geneldeithalat arttığı için dış ödemeler dengesinde bozulma görülür. Devalüasyonla amaçlanan ithalatın azal-tılması ve ihracatın artırılmasıdır. Türkiye’de 7 Eylül 1946’da Recep Peker Hükümeti ve 4 Ağustos1958’de Adnan Menderes Hükümeti devalüasyon uygulamıştır. 7 Eylül devalüasyonunda 1 Dolar 2.80TL; 4 Ağustos Kararları’nda 1 Dolar 9 TL olmuştur. Ancak Türkiye Cumhuriyeti tarihinin en büyükdevalüasyonu 10 Ağustos 1970 Kararları’dır. Böylece 1 Dolar 15 TL’ye eşit hale getirilmiştir. Hükümetyalnızca ithalatı azaltıp ihracatı çoğaltmayı hedeflememiştir. Ayrıca yurt dışındaki Türk işçilerinin tasar-rufa teşvik edilmesini; tasarruflarının, serbest döviz olarak resmi kanallar yolu ile Türkiye’ye gelmesinisağlamayı amaçlamıştır. Ancak devalüasyon gündelik hayata zam ve enflasyon olarak yansımıştır.Paramızın dış değerinin düşmesi, içerideki fiyatların sürekli olarak yükselmesine neden olurken yenivergiler ve diğer zamlar, fiyatları artırmıştır.

Abstract

The devaluation was due to rising domestic prices, increasing the value of foreign currencies to provide an export price corresponding to the rising costs of export goods. In the countries applying this practice, the balance of foreign payments is seen to be deteriorating, while imports increase. The reduction of imports through devaluation and increasing exports. On 7 September 1946, the Government of Turkey Recep Peker and Adnan Menderes Government on August 4, 1958 applied devaluation. In the first devaluation of September 7, 1 Dollars 2.80 Turkish Lira; in the second devaluation, on August 4, 1 Dollar was 9 Turkish Liras. However, the third major devaluation of the Republic of Turkey was on August 10, 1970. This devaluation made 1 USD equal to 15 Turkish Liras. Decisions made by the Government did not only aim to reduce imports and to increase exports. It also aimed at providing the path and to encourage as much as possible of the savings of Turkish workers abroad; a large part of the free exchange of official channels, to come to Turkey. The decrease in the external value of our money resulted in a continuous rise in domestic prices, new taxes and other hikes which raised prices even further.
