Özet
Osmanlı’da 1908 öncesi çok sayıda grev gerçekleşmiş olsa da bunların çokazı başarı ile sonuçlanmıştır. Kavala tütün işçileri için bir başarı hikâyesi olan 1905grevi, Tütün Amelesi Saadet Cemiyeti tarafından organize edilmiş olup, Osmanlı’dabir sendika öncülüğünde gerçekleştirilen ilk grevdir. Bu Cemiyet Osmanlı grevlertarihinin en büyük grevi olan 1905 Kavala grevinde çok yüksek bir işçi kitlesi ilegrev organize etmiş ve tamamıyla başarıya ulaşmıştır. Yalnızca sendikalar grevhakkının kullanılmasını organize edip, kolaylaştırmaz; Kavala örneğinde olduğugibi, grevler de bir dayanışma bilinci oluşturup işçi örgütlenmesini destekler. Birdiğer ifadeyle sendika hakkı grev hakkını, grevler de sendika hakkını büyütür vegeliştirir. Bu nedenledir ki bu haklar mündemiçtir. Kavala grevini döneminin diğergrevlerinden ayırıp tam anlamıyla başarıya ulaşmasını ve geniş kitlelere hitapedebilmesini sağlayan, bu grevin örgütlü bir yapı içerisinde gerçekleşmesidir. Grevhakkının önkoşulu sendika, sendika hakkının içeriğini anlamlı hale getiren de grevhakkıdır. Kavala grevi bu hipotezi destekleyen dikkat çekici bir örnek olmasıbakımından seçilmiştir. Çalışma tarihi bir örnekten yola çıksa da, amacı tarihi bilgivermek değil, çalışma hayatına dair iki hakkın bütünlüğünü örneklendirmektir.
Abstract
Although many strikes had taken place in the Ottoman Empire before 1908, very few of them had been successful. The 1905 strike, which is a success story for the Kavala tobacco workers, was organized by Association for the Prosperity of Kavala Tobacco Workers and the first organized strike in the Ottoman Empire. This association organized a strike with a very high mass of workers in the strike of 1905 Kavala which is the biggest strike in the history of Ottoman strikes. Unions do not only organize or facilitate the exercise of the right to strike; As in the case of Kavala, strikes also create a consciousness of solidarity and support workers' organization. In other words, the right of the union increases the right to strike and the strike increases and improves the right of the union. That is why these rights are intertwined. Its organized structure allowing it to reach full success and appeal to a wide audience separates the Kavala strike from the other strikes of the period. The precondition for the right to strike is union and it is the right to strike that makes the content of the union right meaningful. The Kavala strike was chosen as a remarkable example in support of this hypothesis. Although the study starts from a historical example, its aim is not to give historical information, but to illustrate the integrity of the two rights of working life.
