Özet
Artan rekabet ortamı, özellikle gelişmekte olan ülkeleri orta ve uzun vadede sürdürülebilir büyüme ve kalkınmayıgerçekleştirebilmeleri için küresel piyasalarda rekabet gücüne sahip olmaları yönünde adeta zorlamaktadır.Küresel rekabet gücüne sahip olmak için ise ülkelerin bilgi ve teknoloji yoğun malları üretebilmesi ve küreselpiyasalara sunabilmesi gerekmektedir. Buradan hareketle Türkiye’nin teknoloji yoğun mallardaki rekabetgücünün ölçülmesi ve hızlı büyüyen ekonomilerle karşılaştırmalı olarak analiz edilmesi önem arz etmektedir.Dolayısıyla bu çalışmanın amacı, Türkiye ve BRICS ülkelerinde imalat sanayinin rekabet gücündeki değişimiteknoloji yoğunluğuna göre ölçerek karşılaştırmalı olarak analiz etmektir. Bu amacı gerçekleştirmek içinBalassa (1965) tarafından geliştirilen Balassa Endeksi (Açıklanmış Karşılaştırmalı Üstünlükler Endeksi)kullanılmıştır. Lall’ın (2000) SITC Rev. 3 kapsamındaki teknoloji sınıflandırması baz alınmıştır. Analize dahiledilen ülkelerin verileri 1996-2017 dönemi için UNCTAD veri tabanından elde edilmiştir. Elde edilen bulgularagöre; Türkiye ve BRICS ülkelerinin rekabet avantajına sahip olduğu teknoloji yoğun mal grupları çoğunlukla;düşük ve orta teknolojili mallardır. Düşük teknolojili ve orta teknolojili malların ihracatında rekabet gücü enyüksek olan ülke Türkiye iken; yüksek teknolojili malların ihracatında rekabet gücü en yüksek olan ülke iseÇin’dir.
Abstract
The increasingly competitive environment forces developing countries to have competitive power in global markets, especially in the medium and long term, so that they can achieve sustainable growth and development. To have global competitiveness, countries need to be able to produce information and technology-intensity goods and offer global markets. From this point, measurement of Turkey's competitiveness in technologyintensity goods and to analyze comparatively with fast-growing economies is important. Hence the purpose of this study is to measure the competitiveness of manufacturing industry in Turkey and the BRICS countries in terms of technology intensity and to analysis comparatively with each other. To achieve this purpose it was used the Balassa Index (Revealed Comparative Advantage Index) developed by Balassa in 1965. It was used technology classification developed by Lall under SITC Rev. 3. Data of the countries included in this analysis was obtained from UNCTAD database for 1996-2017 period. According to findings, the technology-intensity goods groups which Turkey and the BRICS countries have competitive advantage are mostly low technologyintensity and medium technology intensity goods. WhileTurkey is the country with the highest competitiveness in the export of low technology-intensity and medium technology intensity goods; China is the country with the highest competitiveness in exports of high technology intensity goods
