Dörtlü Takrir, Cumhuriyet dönemi siyasi tarihi ve demokrasi hayatı için önemli bir belgedir. Bu belge Türk siyasi hayatının ve demokrasi mücadelesinin bir sonucu olarak ortaya çıkmıştır. Bu belgenin ortaya çıkmasına etki eden siyasi geçmiş içinde birçok önemli etken vardır. Bunlar arasında Serbest Cumhuriyet Fırkası ayrı bir öneme sahiptir. Bu çalışma başlı başına “dörtlü takrir”i ele almaz. Tük demokrasi hayatının önemli başlıklarından sayılan ve Cumhuriyet dönemi siyasi tarihinde bir dönüm noktası olarak değerlendirilen Serbest Cumhuriyet Fırkası’nı, “dörtlü takrir”in kendi içinde barındırdığı felsefesi bakımından, ona referans olması yönüyle değerlendirir. Dörtlü Takrir, 1945 yılının demokratikleşme hamlesi olarak üzerinde çokça düşünülen ve yazılan bir konu olmuştur. Dörtlü Takrir”in kendi içinde oluşturduğu bütünlük ve amacına dayanak yaptığı gerekçeleri ayrı ayrı öneme sahiptir. Fakat bunlardan dikkate değer bir referans olarak verilen Serbest Cumhuriyet Fırkası bu bakımdan ayrıca değerlendirilmesi gereken bir konudur. Zira SCF, 1930 yılında içinde bulunulan siyasi iklim bakımından çok önemli bir girişim ve buna bağlı olarak yapılması düşünülen değişimin en somut hamlesidir. Bu hamle, planlanan değişimdeki ana unsurların durumlarının analizinde, siyasi dönüşümün gerçekleştirilebilme olanağının anlaşılmasında, daha da önemlisi toplumun bu yeni hamleye karşı vereceği tepki, oluşturacağı yaklaşımın ölçülmesinde ve böylece yapılması düşünülen siyasi açılımın yönünün tayininde kilit rol oynayan bir konuma sahiptir. SCF bu yeni yaklaşımla ortaya çıkabilecek verilerin görülmesini sağlaması bakımından “Dörtlü Takrir”e kaynaklık eden tarihsel bir anahtar niteliğine haizdir. Çalışmada, nitel çalışma esasları çerçevesinde, dönemin ana kaynakları, gazeteler, Meclis Zabıtları ve konuya dair tetkik eserlerden yararlanılmıştır.

Abstract

The Quartet Motion is an important document for period of the Republican political history and democracy life. This document has emerged as a result of Turkish political life and the struggle for democracy. There are many important factors in the political past that contributed to the emergence of this document. Among these, the Liberal Republican Party has a special importance. Quartet Motion has been a subject that has been widely thought and written as the democratization move of 1945. The integrity of the Quartet Motion and the reasons for which it is based on its purpose are of particular importance. However, the Liberal Republican Party, which is given as a remarkable reference among them, is an issue that should be evaluated separately in this regard. Because the Liberal Republican Party was a very important initiative in terms of the political climate in 1930 and the most concrete move of the change planned to be made accordingly. This move has a key role in the analysis of the conditions of the main elements in the planned change, in understanding the possibility of realizing the political transformation, and more importantly, in measuring the reaction of the society against this new move and in determining the direction of the political initiative that is planned to be made. Liberal Republican Party has the characteristic of a historical key that is the source of the "Quartet Motion" in terms of showing the data that may arise with this new approach. While preparing the study, archive documents, the newspaper archives of the period, the minutes of the Assembly and the study works on the subject were used.
