Samsun Adli Tıp Şube Müdürlüğü'nde muayene edilen ve rapor düzenlenen çocuk olguların değerlendirilmesi

Özet
Amaç: Harici etkenler sonucu oluşan ve kişilerin beden ve ruh sağlığının bozulmasına ya da ölümüne se- bebiyet veren her olay bir adli olgu olarak değerlendirilir. Çocuklar ülkemizde ve tüm dünyada adli va- kaların özel bir bölümünü oluştur- maktadır. Bu nedenle, bu çalışma, çocuk suçluluğunu ve çocukların içinde mağdur olarak yer aldığı olayları tartışmak için bu konu- da önemli veriler bulunduran Adli Tıp Kurumu Samsun Adli Tıp Şube Müdürlüğünde muayene edilen çocukların demografik özelliklerini belirlemek amacıyla gerçekleşti- rilmiştir. Yöntemler: 2006 yılında Adli Tıp Kurumu Sam- sun Adli Tıp Şube Müdürlüğüne adli makamlarca muayene ve/veya rapor tanzimi için gönderilen 0-18 yaş grubundaki olguların demog- rafik özellikleri retrospektif olarak incelendi. Ayrıca düzenlenen ra- porların özellikleri ile birlikte olay türleri ve tarihleri de not edildi. Elde edilen veriler tanımlayıcı is- tatistik ile sunularak ve literatür karşılaştırmalı olarak tartışıldı. Bulgular: Samsun Adli Tıp Şube Müdürlüğü tarafından 2006 yılında adli rapor düzenlenen toplam 6820 adli ol- gunun %16,1ini (n=1101) 0-18 yaş aralığındaki olguların oluşturdu- ğu tespit edildi. Bu olguların %75,2 (n=828)si erkek, %24,7 (n=272)si kız çocuğu idi. Tüm olguların (n=1101), %33,2 (n=354)sine kasten yaralama (darp), %12,0 (n=132)sine trafik ka- zası, %9,4 (n=104)üne kesici delici alet yaralanması, %12,3 (n=136)üne hırsızlık, %8,3 (n=91)üne cinsel is- tismar, cinsel saldırıya maruz kal- ma, %0,5 (n=5)ine uyuşturucu mad- de kullanma-bulundurma olayları nedeniyle rapor düzenlendiği tespit edildi. 56 (%5,1) olgunun trafik kaza- sı, suda boğulma, yüksekten düşme, şüpheli ani ölüm, koroziv madde içme vs. gibi olaylar sonucu öldü- ğü belirlendi. Bu 56 olgunun %1,7 (n=19)sine klasik otopsi yapılmıştır. Sonuç: Çocuk suçluluğu olayları ve çocukla- rın kurban olarak yer aldığı tüm olay tipleri incelendiğinde, yeni bir neslin temelleri olan çocukları doğru reha- bilite etmenin, çocukların psikolojik ortamlarını ve maddi koşullarını iyi- leştirmenin, adli tıbbi tanı koyarken, çocuğu içinde yaşadığı tüm faktörler içerisinde değerlendirmenin önemi net olarak ortaya konulmalıdır.
Abstract
Objective: Any incident which is caused by external factors and leads to the impairment of the physical and mental health of the individuals or to death is considered as a forensic case. Children constitu- te a special part of the forensic cases in our country and all over the world. Thus, this study has been carried out to determine the demographic characteristics of children examined in the Coun- cil of Forensic Medicine Samsun Branch Office as an important data to discuss juvenile delinqu- ency together with the incidents in which children are the victims. Methods: Demographic characteristics of the cases, between 0 and 18 ye- ars old, sent by the legal autho- rities to Samsun Branch Office of the Council of Forensic Medi- cine in 2006 for examination and/ or report draw up werereviewedretrospectively.Besides, incident types and dates together with the features of the reports drawn up were also noted. Obtained data have been discussed through pre- senting with descriptive statistics and comparing with the literature. Results: Among the total 6820 forensic cases for which reports had been drawn up by Samsun Branch Office, 16.1% (n=1101) were determined to be between the 0-18 years of age. 75.2% (n=828) of the cases were boys, 24.7% (n=272) of the cases were girls. Of all the cases (n=1101), 33.2% (n=354) were willful injuries, 12.0% (n=132) were traffic accidents, 9.4% (n=104) were stab injuries, 12.3% (n=136) were theft incidents, 8.3% (n=91) were sexual abuse and exposure to sexual assault incidents, 0.5% (n=5) were drug abuse and possession incidents. 5.1% (n=56) of the cases were found to have died due to incidents of traffic accident, drowning, falling from a height, a suspicious sudden death, drinking a corrosive substance etc. Autopsy was performed in 17% (n=19)ofthese 56 cases. Conclusion: When child delinquency incidents and incidents in which children were the victims were analyzed, the importance of correct rehabilitation of children -who are the basis ofthe new generation-, improving the psychological and physical conditions and during forensic medical diagnosis evaluating the child within all factors that s/he is living in has to be put forward in acertain way.
