Özet

Bu çalışma, Cumhuriyet’in ilk yıllarında Türkiye nüfus artış politikalarını Jean Bodin’in nüfus ile gücü ilintileyen yaklaşımı üzerinden değerlendirmektedir. Ekonomik olarak ve nüfus bakımından yetersiz olan yeni Türkiye Cumhuriyeti’nin bağımsızlığını dünyaya kabul ettirmesi gerekmektedir. Nüfusun kapasitesinin yeterli orana erişmesi ve devletin kamu hizmetini etkili yapabilmesi halkın devlete sadakati ve devletin uluslararası anlamda egemenliği ile ilgilidir. Bu bakımdan güç olgusu, nüfus ile elde edilen maddi ve manevi kazanımlar olduğundan, bu güce erişmek için sağlık politikalarında ve nüfus artış teşvikinde belirli politikalar öne çıkmaktadır. Kısaca çalışmada, nüfus artış politikasının başarılı etkisinin uluslararası ilişkiler açısından güç yaklaşımı üzerinden irdelenmesi ele alınmıştır. Bu çalışma, kavramsal bir olgunun dönem analizi üzerinden yorumlanmasına dayalı bir değerlendirmedir. Dolayısıyla, teorik çerçeve 16.yüzyıl Bodin öğretisi güç anlayışı ve Milli Mücadele sonrası Türkiye üzerine oturtulmuştur.

Abstract

This study evaluates of Turkey’s population growth policy in the first years of the Republic according to Jean Bodin’s power and population approach. The new Turkish Republic which was economically and demographically weak wanted the world to accept Turkey’s complete independent and sovereign existence. The capacity of the population to reach a sufficient ratio and the state’s ability to make public services effective are related to the loyalty of the public to the state and the international sovereignty of the state. In this regard, since the fact of power is material and moral gains with the population, certain policies come to the fore in health policies and population growth incentives to achieve this power. Briefly, the study examines the successful effect of population growth policy on the pow er approach in terms of international relations. This study is an evaluation based on the interpretation of a conceptual phenomenon through period analysis. On account of, the theoretical framework of the study contains 16th century Bodin teachings and understanding of his power approach to analyze the period after the National Movement of Turkey.
