Özet
Kapitalist sistemin egemen olduğu ve Küreselleşme 3.0 sürecinin yaşanmaya başlandığı Soğuk Savaş sonrası düzende geniş üretim ve ticaret hacmine sahip Çin, sistemin öne çıkan bir aktörü olmuştur. Diğer taraftan her gelişmiş ülkenin kaynaklarından faydalandığı gibi Çin de uzun dönem dostluk ve dayanışma ekseninde Afrika ile sürdürdüğü ilişkileri ekonomi odaklı politikalar çerçevesinde yoğunlaştırmıştır. Çin’in pazar ağını genişletmek ve enerji kaynaklarını çeşitlendirmek suretiyle bazı Kıta ülkeleri ile kurduğu borç ilişkisi ağı sıfır toplamlı sonuçlar ortaya çıkarmış ve sömürgeciliğin yeni bir türü olarak değerlendirilmeye başlanmıştır. Çalışma bu noktadan hareketle Çin’in ekonomisinin sürdürülebilirliği adına Afrika kıtasında girişmiş olduğu finansal işlemlere odaklanmaktadır. Ayrıca çalışma Çin’in borç diplomasisi aracılığıyla yürüttüğü finansal işlemlerin kıtanın ekonomik değerlerini ne ölçüde tüketmekte olduğunu ve ekonomilerini nasıl tehdit ettiğini cevaplayacaktır.
Abstract
China with its large production and trade volume in the post-Cold War order, where the capitalist system is dominant and the Globalization 3.0 process has begun to be experienced, has become a prominent actor of the system. As every developed country benefits from its resources, China has intensified its relations with Africa on the axis of long-term friendship and solidarity within the framework of economy-oriented policies. China's debt relationship network established with some continental countries by expanding its market network and diversifying its energy resources has resulted in zero-sum results and has begun to be considered as a new type of colonialism. This study focuses on the financial transactions that China has undertaken in the African continent for the sustainability of its economy. The study answers to what extent the financial transactions carried out by China through debt diplomacy are consuming the economic values of the continent and threatening their economy.
